Klappa <br /> <br />FROM: <br /> <br />RE: <br /> <br />Centre Pomte, PCA Letter <br /> <br />Our forecasts and analysis in the January 16,2001 EAW did not assume any geometric <br />improvements to County Roads C and D. Reference was made to anticipated changes to <br />County Roads C and D as part of the background infonnation, but the analyses assumed <br />the existing roadway geometries. <br /> <br />At the City's request, roadway improvements associated with construction of Twin Lakes <br />Parkway were assumed as part of the background roadway conditions for the 2004 <br />analysis year. We have now examined forecasts and analyses at the Cleveland <br />Avenue/County Road C and Cleveland Avenue/County Road D intersections without <br />improvements assumed in conjunction with the Twin Lakes Parkway. Four percent of <br />traffic to/from the Centre Pointe Business Park was forecast to use Twin Lakes Parkway <br />in the EA W traffic forecasts. Without construction of Twin Lakes Parkway, 2% of this <br />traffic would shift to County Road C and 2 % would shift to County Road D. <br /> <br />The attached Figure presents the volumes at the County Road C and County Road D <br />intersections with Cleveland Avenue both with and without Twin Lakes Parkway in <br />place. The first number assumes that Twin Lakes Parkway is in place and is the same <br />volume used in the traffic analysis for the EA W. The second number is the volume <br />without Twin Lakes Parkway in place. The only movements that change at the COwity <br />Road D/Cleveland Avenue intersection are the northbound right tW11 and the westbound <br />left turn. Without Twin Lakes Parkway, the intersection volume is only 1 g vehicles <br />higher in the p.m. peak hour than with Twin Lakes Parkway in place. The total volume <br />change at the Cleveland A venue/County Road C intersection is an increase of <br />approximately 70 vehicles. The change in volume is more significant at this intersection <br />due to shifting of background traffic from Twin Lakes Parkway to the Cleveland <br />Avenue/County Road C intersection. <br />
