Box 510850 <br />Salt Lake, Utah 84111 <br /> <br />Dear Mr. Orton: <br /> <br />The staff ofthe Policy and Planning Division (PPD) of the Minnesota Pollution Coptrol Agency has <br />finished its completeness review of the application for the Centre Pointe Business Site Development in the <br />city of Roseville. The staff finds the application to be complete. <br /> <br />The traffic and air quality analyses in the Indirect Source Permit application (ISP) assumed construction of <br />the Twin Lakes Parkway and reconstruction and upgrading of County Roads C and D. The staff wishes to <br />note that these assumptions were based on the premise that the assumed roadway improvements were <br />completed and were operating as functional facilities. Therefore, these roadway improvements must be <br />completed and open to traffic before the city can issue a certificate of occupancy for the project. The ISP <br />will also include a provision reflecting this requirement. The city of Roseville has included these <br />improvements in its capital improvement program and has submitted Resolution 9724 as a legally binding <br />commitment guaranteeing funding for these improvements. <br /> <br />Due to commitments to process ISP applications received eafIier, the anticipated date for completion of the <br />draft permit and fact sheet is March 13,2001.
