The EA W states that none of the intersections will exceed the MnPCA guidelines <br />for carbon monoxide levels. <br /> <br />4.6 <br /> <br />In total, the Centre Pointe Business Park is estimated to generate 7,369 vehicle trips per day, <br />with approximately 900 trips per peak p.m. traffic hour (244 entering, 686 leaving the site). The <br />proponents state that no signalized intersection will have service difficulties based on the <br />proposed Veritas development, even with growth in the background traffic by 2% per year. Only <br />one intersection will change its level of service, the ramp from Cleveland Avenue onto 35W <br />North will change from a service level of"B" to a service level of"C", which is still very <br />functional. <br /> <br />4.7 <br /> <br />Unsignalized intersections will continue to function the as today, except the North Centre Pointe <br />Drive intersection with Cleveland A venue, where cars will queue up in Centre Pointe Drive <br />while attempting to make a left turn to north bound Cleveland A venue. A solution at this <br />intersection could be a signaled intersection. Signalizing could also help reduce straightway <br />speeding along Cleveland Avenue. (The 1997 PUD and planning process planned for a signal <br />further south at Lydia and Cleveland in order to reduce traffic noise and congestion close to <br />residences and to provide a 4 way intersection into the industrial/park area east of Cleveland. <br />Staff and city traffic consultants will be reviewing this issue during the 3D-day review and <br />comment period.) <br /> <br />4.8 <br /> <br />The proponents state that the additional 122,000 s.f. of office area will have little negative impact <br />on the traffic and in fact will remain similar to past projections for the Business Park, in part, <br />because of the changing nature of the work force (more hi-tech than sales and clerical) and work <br />hours (longer and varied). <br /> <br />4.9 <br /> <br />Existing noise levels have exceeded historically exceeded state noise standards for residential <br />areas near County Road "D" and Cleveland Avenue. The added traffic from the proposal will not <br />significantly increase or decrease noise levels. However, construction noise may have a <br />temporary impact, but only during weekday daytime construction hours. Construction for the two <br />buildings is estimated to take 12 to 14 months, during which noise and construction dust will be <br />managed to reduce impacts as much as possible. <br /> <br />5.0 <br /> <br />STAFF RECOMMENDATIONS <br /> <br />5.1 <br /> <br />The staff recommends that the Council review the amendment to the Final Development <br />Agreement for the Centre Pointe Planned Unit Development and provide direction on: 1) the land <br />use consistency of the added building space proposed in the PUD (122,000 s.f. of office) and, 2) <br />approve the distribution of the Voluntary Environmental Assessment Worksheet for the public <br />review and comment period. <br /> <br />5.2 <br /> <br />Staff has found the proposed office use is similar to and consistent with other permitted uses in <br />the PUD. Conceptual land use approval should be given by the Council to allow the EA W <br />process and agency and public comment period to commence, with the condition that the <br /> <br />PF 3283 - RCA (01/22/01) - Page 3 of 4 <br />
