The partial EA W as submitted is attached. <br /> <br />2.0 COMPREHENSIVE PLAN IMPLICATIONS: <br /> <br />The City of Roseville Comprehensive Plan designates the entire Centre Pointe development as <br />a business area. No specific maximum square footage is stipulated or required in the Plan. The <br />guiding document is the Planned Unit Development for Centre Pointe, adopted in 1997. A copy <br />of this document is attached. <br /> <br />3.0 STAFF RECOMMENDATION <br /> <br />3.1 The staff recommends that the Planning Commission open the required hearing for the <br />amendment to the Final Development Agreement for the Centre Pointe Planned Unit <br />Development and provide comment on: 1) the consistency of the added building space <br />proposed in the PUD (122,000 s.f. of office) and, 2) on the portions of the Voluntary <br />Environmental Assessment Worksheet which are complete. <br /> <br />(Staff has found the proposed office use is similar to and consistent with other permitted uses in <br />the PUD. Conceptual land use approval could be recommended by the Commission to allow the <br />EA W process and agency and public comment period to commence, with the condition that the <br />PUD amendment be reviewed again by the Commission when the EA W and comment is <br />complete, prior to the City Council decision on the EA W.) <br /> <br />3.2 If significant information is not available, incomplete or missing regarding the PUD land use <br />amendment, the Planning Commission could continue the hearing to the February 14,2001 <br />meeting or the March 14th meeting until such time as the EA W is completed and comments on <br />the document are received. <br /> <br />3.3 At the meeting when the Commission receives the completed EA Wand comments, the <br />Commission can then take a more detailed and constructive action based on the EA W and <br />normal planning review process. <br /> <br />3.4 In late March, the City Council would then review additional Planning Commission <br />recommendations; receive comment on the EA Wand the Council's declaration of EA W <br />adequacy and impact. Assuming there are no additional significant environmental impacts, the <br />Council could then approve the amendment to the Final Planned Unit Development documents. <br /> <br />4.0 Reserved. <br /> <br />PF 3283 - RPCA (01/10/01) - Page 2 of 3 <br />
