<br />proposed Veritas development, even with growth in the background traffic by 2% per year. <br />Only one intersection will change its level of service, the ramp from Cleveland A venue onto <br />35W North will change from a service level of"B" to a service level of"C", which is still very <br />functional. <br /> <br />3.7 Unsignalized intersections will continue to function the as today, except the North Centre <br />Pointe Drive intersection with Cleveland Avenue, where cars will queue up in Centre Pointe <br />Drive while attempting to make a left turn to north bound Cleveland Avenue. A solution at this <br />intersection could be a signaled intersection. Signalizing could also help reduce straightway <br />speeding along Cleveland Avenue. (The 1997 PUD and planning process planned for a signal <br />further south at Lydia and Cleveland in order to reduce traffic noise and congestion close to <br />residences and to provide a 4 way intersection into the industrial/park area east of Cleveland. <br />Staff and city traffic consultants will be reviewing this issue during the 30-day review and <br />comment period.) <br /> <br />3.8 The proponents state that the additional 122,000 s.f. of office area will have little negative <br />impact on the traffic and in fact will remain similar to past projections for the Business Park, in <br />part, because of the changing nature of the work force (more hi-tech than sales and clerical) and <br />work hours (longer and varied). <br /> <br />3.9 <br /> <br />Existing noise levels have exceeded historically exceeded state noise standards for residential <br />areas near County Road "D" and Cleveland Avenue. The added traffic from the proposal will <br />not significantly increase or decrease noise levels. However, construction noise may have a <br />temporary impact, but only during weekday daytime construction hours. Construction for the <br />two buildings is estimated to take 12 to 14 months, during which noise and construction dust <br />will be managed to reduce impacts as much as possible. <br /> <br />o <br /> <br />4.0 STAFF RECOMMENDATIONS <br /> <br />4.1 The staff recommends that the Planning Commission open the required hearing for the <br />amendment to the Final Development Agreement for the Centre Pointe Planned Unit <br />Development and provide comment on: 1) the land use consistency of the added building space <br />proposed in the PUD (122,000 s.f. of office) and, 2) introduce Voluntary Environmental <br />Assessment Worksheet which has not yet received a EA W public comment period. <br /> <br />4.2 Staff has found the proposed office use is similar to and consistent with other permitted uses in <br />the PUD. Conceptual land use approval should be recommended by the Commission to allow <br />the EA W process and agency and public comment period to commence, with the condition that <br />the Commission review the PUD amendment again when the EA W and comment is <br />complete, prior to the City Council decision on the EA W. <br /> <br />4.3 If any significant information is not available, incomplete or missing regarding the PUD land <br />use amendment, the Planning Commission could continue the hearing to the February 14,2001 <br />meeting or the March 14th meeting until such time as the EA W is completed and comments on <br />the document are received. <br /> <br />PF 3283 - RPCA (01/10/01) - Page 3 of 4 <br />
