The partial EA W as submitted is attached. <br /> <br />2.0 COMPREHENSIVE PLAN IMPLICATIONS: <br /> <br />The City of Roseville Comprehensive Plan designates the entire Centre Pointe development as <br />a business area. No specific maximum square footage is stipulated or required in the Plan. The <br />guiding document is the Planned Unit Development for Centre Pointe, adopted in 1997. A copy <br />of this document is attached. <br /> <br />3.0 EA W SUMMARY <br /> <br />3.1 The City will expand the capacity of the sewage pumping system In the EA W, the proponents <br />explain that the level of disturbance on the site has been high and the uses are all urban <br />developments except for the storm water catchment areas. There are no occurrences of <br />endangered species. <br /> <br />3.2 The proponents note that there is adequate water capacity on the site but that the sewer capacity <br />is limited by the pumping systems. The City has been aware of this situation since the review <br />and approval of the Courtyard Hotel PUD amendment and is studying this issue. Eventually a <br />new pumping system with added capacity will be installed to meet the needs of the Business <br />Park when fully occupied. <br /> <br />3.3 Runoff from the site will continue to be handheld by a series of filtration areas and ponds. Silt <br />screening and hay bale erosion interception will handle construction erosion. Storm water will <br />be pretreated in infiltration areas and ponds before it reaches the wetlands areas, in a method <br />previously approved by the Rice Creek Watershed. Centre Pointe has a requirement of retaining <br />25% ofthe site in green space. With the proposed configuration ofthe buildings (adding height, <br />not surface area) approximately 3% more green space will be added to the site. <br /> <br />3.4 In terms of generation of toxic or hazardous materials, the site is clean; the Veritas offices will <br />produce none of these materials. Solid waste (trash) would be collected by private haulers and <br />delivered to landfills or processing plants. <br /> <br />3.5 Traffic and parking are important issues in Roseville. The new facilities (122,000 s.f. of offices) <br />would create a need for 460 new Veritas parking spaces and a total of 1,277 Veritas spaces and <br />2,380 spaces throughout the business park. Veritas proposes a "proof of parking" parking ramp <br />wherein 2 levels would initially be built, with the possibility, if needed, to add two additional <br />levels of parking. An Indirect Source Permit, analyzing vehicle exhaust levels, will be required <br />by MnPCA. The EA W states that none of the intersections will exceed the MnPCA guidelines <br />for carbon monoxide levels. <br /> <br />3.6 In total, the Centre Pointe Business Park is estimated to generate 7,369 vehicle trips per day, <br />with approximately 900 trips per peak p.m. traffic hour (244 entering, 686 leaving the site).
