<br />3. Minnesota Department of Natural Resources (correspondence dated March 7,2001) <br /> <br />COMMENTS: <br /> <br />. The DNR commends the project proposer for using infiltration areas. <br />. A DNR public waters permit will be required for any work in a DNR pond below the <br />Ordinary High Water level of903.5' <br />. Landscaping should be placed around the paved trail to lessen the impact of freeway <br />noise on trail users. <br /> <br />RESPONSE: <br /> <br />. The project proposer has no intention of working in a DNR pond below the Ordinary <br />High Water level. <br />. Landscaping adjacent to Interstate 35W was installed during Phase 1 improvements. <br />The Landscaping adjacent to 1-35W was installed in the Interstate right of way and was <br />approved by MNDOT. This Landscaping will create a buffer and lesson the impacts of <br />freeway noise on trail users. <br /> <br />4. Minnesota Pollution Control Agency (correspondence dated March 7,2001) <br /> <br />COMMENTS <br /> <br />. A sanitary sewer permit is required if flows substantially increase. <br />. NPDES requirements will need to be met as part of this project <br />. The Indirect Source Permit (ISP) will require certain roadway improvements to be <br />completed and open to traffic before a certificate of occupancy is issued by the City of <br />Roseville. <br /> <br />RESPONSE: <br /> <br />. The City of Roseville is currently reviewing the Business Park sewer system. Upon the <br />completion of their study, a permit will be obtained from the MPCA if improvements <br />are warranted. <br />. The project does not anticipate changing drainage patterns or the rate of runoff from <br />those calculated during the 1997 design and construction of the Regional Pond by the <br />City of Roseville. The Pond design and construction is consistent with the requirements <br />outlined in the NPDES/Best Management Practices. The Pond design addressed the <br />requirements for wet-detention volume and settling velocity.
