(p <br /> <br />Fax/l <br /> <br />Dear Mr. Welsh: <br /> <br />RE: Centre Pointe Business Park Environmental Assessment Worksheet (EA W) <br /> <br />I' <br /> <br />The Minnesota Pollution Control Agency (MPCA) has completed its review of the above-referenced <br />p~oject in the city ofRoseville. The proposed project is a modification of an existing 15.6-acre business <br />park development in the city ofRoseville. Relative to those areas, for which the MPCA has regulatory <br />interest, the staff does not believe that an Environmental Impact Statement is required for the project. We <br />have the following specific comments: <br /> <br />Water Quality - Wastewaters: It is stated in the EA W that the sewer extension permit is granted, and . <br />further stated that the flows will increase and the City ofRoseville is evaluating whether sewer capacity is <br />an issue. If there is a change in the design, the City should submit new plans and specifications and a <br />new application for a revised permit. Your contact for this pennit is Don Perwien at (651) 296-7762. <br /> <br />Water Quality - Storm Waters: It is stated in Item 18a of the EA W that infiltration will be used at the <br />site and that "these infiltration areas will capture stonn-water runoff from the surface parking allowing for <br />the runoff to infiltrate into the ground and sediments to be collected in the infiltration areas". Accepted <br />Best Management Practices for infiltration areas call for sediment and grit removal prior to the infiltration <br />area so that the system will not plug and will continue to work as designed. Sediment.collection devices <br />or grit chambers with Htter and debris removal should be incorporated into the drainage system prior to <br />.discharge into infiltration areas. <br /> <br />According to Item 18a and 18b of the EA W, storm-water drainage ftom the site will be directed to a <br />regional storm-water pond that was constructed in 1986. The National Pollutant Discharge Elimination <br />System (NPDES) General Stonnwater Permit for Com~truction Activity (permit) has specific discharge <br />requirements for the required wet-detention basins. Regional basins are allowed to be used if they meet <br />the minimum required trea~ent in the NPDES Permit. The Regional basin will need to be evaluated to <br />see ifitmeets the requirements of the NPDES Permit. This evaluation will need to be submitted along <br />with application for the permit. If the regional pond does not meet the requirements for settling velocity <br />in the permit, the pond will need to be modified to come into compliance with cUITent regulations. For <br />more information on NPDES requirements;contact Mike Findorffat (651) 296.6798. <br /> <br />Traffic, Air Quality, and Indirect Source Permit (ISP) Requirements: It is clearly stated in the EA W <br />that a modified ISP would be needed for the proposed addition. A modified ISP application with more <br />comprehensive traffic and air quality analyses has already been submitted and is being processed at this <br />time. <br /> <br />520 Lafayette Rd.
