<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />Date: 01/22/01 <br />Item No: 1-1 <br /> <br />Agenda Section: <br />LAND USE <br /> <br />A request by Charles Kadrie and A TP Minneapolis, Inc. for a conditional use permit <br />to allow the installation of a wireless telecommunication antenna on the roof of the <br />Roseville Professional Center, 2233 North Hamline Avenue (PF 3284) <br /> <br />Manager Approved: <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 A TP Minneapolis in conjunction with V oiceStream Wireless are proposing to install wireless <br />telecommunication antennas with accompanying equipment on the roof of the Roseville <br />Professional Building, owned by Mr. Charles Kadrie. <br /> <br />1.2 The roof top antennas are proposed in the southeast, southwest and north side of the building <br />roof and an equipment cabinet is proposed on the east side of the building penthouse. <br /> <br />1.3 Section 1012.IOA4 of the Roseville Zoning Ordinance states: Commercial receiving or <br />transmitting antennas and towers not located on a City tower site shall be a conditional use. <br />Commercial receiving or transmitting antennas and towers may only be located in "B" <br />Business or "I" Industrial Districts. The City may establish permit review periods, tower <br />termination, time limits or an amortization schedule specifying the year in which the tower <br />shall be taken down by the applicant or its assignee. A performance bond or other surety may <br />be required by the City in order to assure removal of the tower at a specific date. <br /> <br />1.4 The conditional use permit process (Section 1013 of the City Code) for this request allows the <br />City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br />~ The process also allows the City to impose those conditions it considers necessary to <br />protect the public health, safety, and welfare. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 The Roseville Professional Building is zoned "B-1", Limited Business District, is located in <br />Comprehensive Land Use Plan Planning District 13, with a land use designation of "LB", <br />Limited Business. <br /> <br />PF3284 RCA (012201) - Page 1 of 4 <br />
