<br />2.2 North of the parcel is the Q'Halloran and Murphy Funeral Home and the Dayton's Home Store <br />with a zoning of B-1; east is vacant residential land, zoned R -1 and the Ramsey County <br />Library, zoned PUD; west of the parcel is the Rose Mall Apartments, zoned B-1; and south of <br />the parcel is single family residential, zoned R-1. <br /> <br />3.0 STAFF COMMENTS <br /> <br />3.1 The applicant proposes installing three antenna units, each holding up to four separate antenna. <br />The antenna units are proposed at the southwest corner, southeast corner and northeast of the <br />penthouse. The proposal also calls for the installation of a multiple unit equipment cabinet on <br />the east side of the building roof. Section 1012.lOA4 of the Roseville Zoning Ordinance <br />regulates private commercial antennas and towers. <br /> <br />3.2 Staff has reviewed the development proposal with regard to the criteria in Section 1013.01.0 of <br />the Roseville Zoning Ordinance and concludes the following: <br /> <br />A. The proposed antenna units and equipment cabinet will not create additional traffic nor <br />the need for additional public facilities. <br /> <br />B. The antenna units cannot be screened. However, the equipment cabinet must be <br />designed in a manner to be consistent with the adjacent penthouse. When complete, <br />neither the antenna units nor the equipment cabinet will have an impact on surrounding <br />property or values. <br /> <br />C. There appears to be no impact on general health, safety, and public welfare. <br /> <br />D. The project also complies with the Comprehensive Plan designation as a business use. <br /> <br />3.3 The applicant has indicated that the APT (VoiceStream) site will provide optimal coverage in <br />Roseville and provide in-building coverage to the malls, businesses, and residential <br />neighborhoods surrounding Highway 36 and 51. The proposed antenna units will solve weak <br />in-building coverage that exist in the area and solve capacity issues A TP (V oiceStream) is <br />currently experiencing in the area due to high customer usage. <br /> <br />3.4 The proposed antenna units (three) are comprised of structural galvanized steel framing and <br />have three initial antennas attached to each unit. One unit will face north, while the other two <br />will be located in the southwest and southeast corner of the building roof. The antenna units <br />are structural support units that sit on top of the roof and are weighed down by blocks of <br />concrete. Each antenna unit will rise a height of eight feet above the roof or seven feet above <br />the roof parapet. The north-facing antenna cannot be mounted onto the facade of the penthouse <br />nor the building, but must be placed on a roof mounted support structure. Because of the signal <br />direction (directly in the corner of the building) the antenna in the southwest and southeast <br />corners also cannot be mounted to the building or penthouse facade (see attached photos) and <br />will be placed on roof mounted support structures. <br /> <br />PF3284 RCA (012201) - Page 2 of 4 <br />
