2.2 North of the parcel is the Q'Halloran and Murphy Funeral Home and the Dayton's Home Store with a zoning of B-1; east is vacant residential land, zoned R -1 and the Ramsey County Library, zoned PUD; west of the parcel is the Rose Mall Apartments, zoned B-1; and south of the parcel is single family residential, zoned R-1. 3.0 STAFF COMMENTS 3.1 The applicant proposes installing three antenna units, each holding up to four separate antenna. The antenna units are proposed at the southwest corner, southeast corner and northeast of the penthouse. The proposal also calls for the installation of a multiple unit equipment cabinet on the east side of the building roof. Section 1012.lOA4 of the Roseville Zoning Ordinance regulates private commercial antennas and towers. 3.2 Staff has reviewed the development proposal with regard to the criteria in Section 1013.01.0 of the Roseville Zoning Ordinance and concludes the following: A. The proposed antenna units and equipment cabinet will not create additional traffic nor the need for additional public facilities. B. The antenna units cannot be screened. However, the equipment cabinet must be designed in a manner to be consistent with the adjacent penthouse. When complete, neither the antenna units nor the equipment cabinet will have an impact on surrounding property or values. C. There appears to be no impact on general health, safety, and public welfare. D. The project also complies with the Comprehensive Plan designation as a business use. 3.3 The applicant has indicated that the APT (VoiceStream) site will provide optimal coverage in Roseville and provide in-building coverage to the malls, businesses, and residential neighborhoods surrounding Highway 36 and 51. The proposed antenna units will solve weak in-building coverage that exist in the area and solve capacity issues A TP (V oiceStream) is currently experiencing in the area due to high customer usage. 3.4 The proposed antenna units (three) are comprised of structural galvanized steel framing and have three initial antennas attached to each unit. One unit will face north, while the other two will be located in the southwest and southeast corner of the building roof. The antenna units are structural support units that sit on top of the roof and are weighed down by blocks of concrete. Each antenna unit will rise a height of eight feet above the roof or seven feet above the roof parapet. The north-facing antenna cannot be mounted onto the facade of the penthouse nor the building, but must be placed on a roof mounted support structure. Because of the signal direction (directly in the corner of the building) the antenna in the southwest and southeast corners also cannot be mounted to the building or penthouse facade (see attached photos) and will be placed on roof mounted support structures.
