<br />. <br /> <br />. <br /> <br />. <br /> <br />OPENING STATEMENT <br /> <br />In its pursuit of providing the highest quality digital wireless service, <br />V oiceStream WIreless ("V oiceStream') proposes to install wireless telecommunication <br />antennas with accompanying equipment on the rooftop of the Roseville Professional <br />Center building located at 2233 North Hamline, Roseville, MN, within the B-1 Zoning <br />District. Therefore, V oiceStream is requesting approval of a Conditional Use Permit to <br />install the aforementioned telecommunication facility. <br /> <br />As part of V oiceStream' s ongoing development and improvement of its wireless <br />network,. Radio Frequency (IIRF) engineers have identified the need for a facility to <br />serve the area South of Highway 36, between Cleveland Ave. and Hamline Ave in <br />Roseville to accommodate the large number of V oiceStream customer usage in that area. <br />The required location for the facility was determined by computer modeling that <br />evaluates popuJation density, topography and current antenna system capacity. The <br />potential location is known as the "Search Ring". This Search Ring represents the area in <br />which a facility must be located to allow it to function as an integral unit in the antenna <br />grid system. <br /> <br />During VoiceStream's site selection process, it first determines what the <br />requirements are from the governing municipality. Once informed, the acquisition <br />specialists search the area designated by the engineers at V oiceStream. This site was <br />chosen because of the minimal impact the facility would have on the surrounding <br />residential and business property, as we can locate our antennas on the rooftop. It <br />appears the City has determined this is an appropriate site for a telecommunication <br />facility as it has already granted conditional use permits to other carriers who are <br />currently located at this site. Therefore, after a thorough search of the ring, the property <br />located at 2233 North Hamline was found to be the most appropriate based on <br />technologi~ practical and aesthetic concerns. <br /> <br />The proposed facility will not cause harm to the public health, safety, morals or <br />general welfare. As a condition of its license from the FCC, V oiceStream's technology <br />does not cause interference with any other form of communicatio~ whether public or <br />private. To the contrary, VoiceStream's technology provides vital communications in <br />emergency situations and will be commonly iised by local residents and emergency <br />personnel to protect the general public's health, safety and welfare. <br />
