<br />. <br /> <br />. <br /> <br />. <br /> <br />CRITERIA FOR APPROVAL OF A CONDITIONAL USE PERMIT <br />FOR THE CITY OF ROSEVILLE <br /> <br />1. <br /> <br />Impact of traffic. <br /> <br />V oiceSream Wireless facilities are unstaffed and entirely self-monitored. Therefore, there <br />will be no impact on the existing traffic nor will there be any traffic hazards generated. <br />Maintenance personnel wiD visit the facility at most once a month. Access wiD be provided <br />via existing entrances. <br /> <br />2. Impact of parks, streets and other public facilities. <br /> <br />Because the proposed facility is unstaffed and requires infrequent service, the safety and <br />efficiency of public streets and highways wiD be maintained. There are no parks or public <br />facilities in the surrounding area that will be impacted in any way by the proposed facility. <br /> <br />3. Compatibility of the site pJan, internal traffic circulation, landscaping and structures <br />with contiguous properties. <br /> <br />Due to the fact that V oiceStream has been sensitive in selecting a rooftop site that will <br />minimize the impact on the surrounding property, their facility will be compatible with the <br />existing environment and will not result in the destmction, loss, or damage of any natural, <br />scenic, or historic feature of significant importance. The proposed use has been <br />conditionally approved for other carriers and has therefore already been deemed <br />compatible. <br /> <br />4. Impact of the use on the market value of contiguous properties. <br /> <br />The proposed facility consists of rooftop antennas and accompanying equipment cabinets <br />that have very little aesthetic impact on the surrounding area. On the rooftop of a six story <br />office building in a B-1, Limited Business District, this facility wiD have little impact on the <br />use and enjoyment of property in the immediate vicinity, nor wiD there be an adverse effect <br />on property values within the neighborhood. To the contrary, enhanced wireless <br />communications will have a positive influence on the development of this area. <br /> <br />5. Impact of the general public health, safety and welfare. <br /> <br />With such as small footprint, the proposed facility wiD not be detrimental to or endanger <br />the public health, safety, morals or general welfare. Wireless technology does not interfere <br />with any other form of communication, whether public or private. To the contrary, <br />wireless technology provides vital communications in emergency situations and wiD <br />commonly be used by local residents and emergency personnel to protect the general <br />public's health, safety and welfare. <br /> <br />Wireless telephone technology provides many benefits to the communities it serves.
