<br />. <br /> <br />Memorandum <br /> <br />Dale: 12/11/00 <br />Tex Steve Katkov, Real Estate and Zoning Manager, American Portable Telecom(APT) <br />Cc: Alan Roberts, RF Engineering Manager, APT <br />From: Brandon Johnson, RF Engineer, APT <br />RE: Site Justification for Roseville South- A 1 N517 <br /> <br />. <br /> <br />As the Radio Frequency Engineer assigned to design and analyze the proposed toINer in Roseville, <br />MN, I have performed evaluations considering the following factors: tower height, terrain, foliage, and <br />coverage connectivity with existing sites. All of the previously mentioned factors are important in the <br />design process. Before a particular location is chosen as the area \MIele VIte wish to build, VIte first look <br />for any existing structures (i.e. rooftops, existing tov.ers, etc.) that meet our coverage objectives and <br />that are available for oo-Iocation. In this particular case, an existing structure was identified and <br />designated as our primary candidate for this particular search ring. <br /> <br />The proposed site, which will be located on the roof of the Roseville Professional Center, will enable <br />APT to provide optimal coverage in Roseville and provide in- building coverage to the malls, <br />businesses and residential neighborhoods surrounding Highways 36 and 51. Our proposed tower will <br />fix the weak in- building coverage that exists in this partia,lIar area and solve the capacity issues VIte are <br />currently experiencing in this area due to high customer usage. <br /> <br />The frequencies used will be restricted to the PCS B Band as follows: <br /> <br />Receive: <br /> <br />PCS B Block (1950 to 1965 MHz) <br />PCS B Block (1870 to 1885 MHz) <br /> <br />Transmit <br /> <br />This band was allocated to APT by the FCC. These frequencies are well isolated from other <br />frequencies used by public safety communications systems. We currently have over 250 sites on the <br />air, and no incidences of interference with public safety systems has ever occurred. <br /> <br />. <br /> <br />8/18/00 <br /> <br />1 <br />
