1 Chair Bakeman closed the hearing. <br />2 <br />Motion: <br />3 Member Doherty moved, seconded by Member Traynor, to adopt a Resolution <br />4 approving a 17 foot Variance to Section 1004.016 of the Roseville City Code for James <br />5 Seabloom, 2216 Draper Avenue, based on the findings in Section 5 and the conditions of <br />6 Section 6 of the project report dated August 3, 2005., and adding condition “h”, the <br />7 applicant to work with staff on placing a window on the south side of the garage wall. <br />8 <br />9 Ayes: 3 <br />10 Nays: 0 <br />11 Motion carried, 3-0. <br />12 <br /> <br />b.Planning File 3652:Request by Kurt Viggers for a Variance to Section <br />13 <br />1012.02B3 (Side or Rear Yard Only) of the Roseville City Code to allow <br />14 <br />the construction of an 8 foot tall fence in the rear yard of property at <br />15 <br />586 Heinel Drive. <br />16 <br />17 <br />18 Chair Bakeman opened the hearing and requested staff provide a verbal summary of the <br />19 project report dated August 3, 2005. <br />20 <br />21 City Planner, Thomas Paschke, advised that Section 1012.02B3 (Required Yards & Open <br />22 Space – Side or Rear Yard Only) requires fences not to exceed 6-1/2 feet in height. <br />23 <br />24 The proposal by Kurt Viggers seeks to install a 6 foot tall privacy fence with a 2 foot <br />25 mission lattice top (8 foot total height above grade) along the rear (southeast) property <br />26 line to provide his split entry family home with more privacy and eliminate having to <br />27 view items in the neighboring properties rear yard. <br />28 <br />29 The staff recommends approval of a 1.5 foot Variance to Section 1012.02B3 of the <br />30 Roseville City Code for Kurt Viggers, 586 Heinel Drive, based on the findings in Section <br />31 5 and the following conditions: <br />32 <br /> <br />33 a)The fence must not exceed a height of 8 feet measured from the existing grade <br />34 to top of fence\\lattice. <br />35 <br /> <br />36 b)The fence must be constructed of wood (preferably cedar), be a 6 foot framed <br />37 board and batten design, and have a 2 foot mission lattice design. The fence <br />38 must be colored an earthen or wood tone. <br />39 <br /> <br />40 c)If there is only one finished side to the proposed fence, that side must face the <br />41 adjoining (southeast) property. <br />42 <br /> <br />43 d)The applicant must stake the rear yard property line from the property corners <br />44 for property line verification for the fence installation location. <br />45 <br />Page 3 of 10 <br /> <br />
