1 <br />2 Ayes: 3 <br />3 Nays: 0 <br />4 Motion carried 3-0. <br />5 <br /> <br />f.Planning File 3661: Request by Tammy Jenkins (St. Francis Animal <br />6 <br />and Bird Hospital) for a Variance to Section 1009.03M (Ground Signs) <br />7 <br />of the Roseville City Code to allow the replacement of a <br />8 <br />ground/monument sign within the required 15 foot setback on property <br />9 <br />located at 1227 Larpenteur Avenue West. <br />10 <br />11 <br />12 Chair Bakeman opened the hearing and requested staff to provide a verbal summary of <br />13 the project report dated August 3, 2005. <br />14 <br />15 Dennis Welsch, indicated that <br />Tammy Jenkins, D.V.M., (St. Francis Animal and Bird <br />16 seeks to rebuild her existing ground sign on the premises adjacent to Larpenteur <br />Hospital) <br />17 Avenue to a point 6 feet from the property line adjacent to the right of way. The existing <br />18 ground sign originally met the height, size, and setback requirements of the Roseville <br />19 City Code. In 1992, the City approved a sign permit to allow the construction of the <br />St. <br />20 Sign along Larpenteur Avenue and associated site <br />Francis Animal and Bird Hospital <br />21 improvements. In 2000 the County rebuilt Larpenteur Avenue and the City rebuilt the <br />22 sidewalks and landscaping, including trees, plantings, pavement, bollards and fencing. To <br />23 accomplish this, the County acquired 9 additional feet of property from the Animal <br />24 Hospital. The proposal by seeks to <br />Tammy Jenkins, St. Francis Animal and Bird Hospital, <br />25 replace the existing ground sign with a new sign at the same location. <br />26 <br />27 The applicant proposes to locate the sign six feet from her south property line. This <br />28 request is similar to those sign variances approved at the Dairy Queen, B-Dale Club, <br />29 Brentwood Town Offices, and Kinderberry Hill Child Care. A similar sign variance was <br />30 also approved for the Press Gym. <br />31 <br />32 The Staff is recommending approval of a 9 foot Variance to Section 1009.03M of the <br />33 City Code Sign Section (Ground Sign Dimensional Requirements) to allow the retention <br />34 of a ground sign at 1227 Larpenteur Avenue to a point no closer than 6 foot from the <br />35 property line adjacent to the Avenue based on the findings in Section 5 and the following <br />36 conditions: <br />37 <br />38 a) The edge of the ground sign (not the pylon post) must be set back a <br />39 minimum of 6 feet from the Larpenteur Avenue property line <br />40 <br />41 b) The sign must be placed at the west side of the parking lot in the same <br />42 location as the current sign. <br />43 <br />44 c) The ground sign height must be limited to a maximum height of 8 feet <br />45 above grade. <br />46 <br />Page 9 of 10 <br /> <br />
