1 The parcel is a large trapezoid encompassing nearly 28,000 sq. ft. for which the addition <br />2 will not dramatically increase the existing impervious coverage. Shoreland parcels are <br />3 limited to 25% impervious coverage based on the parcel size. In the case of the Lehr <br />4 parcel, the lot coverage allowance is estimated at 4,980 sq. ft. or 17.8% of the lot size. <br />5 <br />CODE EXISTING PROPOSED VARIANCE <br />REQUIREMENT CONDITION CONDITION <br /> <br />75 feet from OHW 65 feet from OHW 65 feet from OHW 10 feet <br /> <br />6 <br /> <br />7 The staff recommends approval of a 10 foot Variance to Section 1016.16Aof the <br />8 Roseville City Code to allow the construction of a 9 foot by 12 foot kitchen addition at <br />9 3135 Sandy Hook Drive, based on the findings in Section 5 and the following conditions: <br />10 <br />11 a) The kitchen addition must be set back a minimum of 65 feet from the <br />12 OHW. The addition must be an extension of the existing building <br />13 footprint that does not increase the non-conformity, but rather is a westerly <br />14 expansion along the same building line as the existing principal structure. <br />15 New exterior materials are to match the existing exterior materials in color <br />16 and \\or texture. <br />17 <br />18 b) A scaled and dimensioned site plan indicating all existing conditions and <br />19 the proposed improvement must be submitted with the building permit <br />20 application. <br />21 <br />22 c) The variance will expire within six months after the approval date unless <br />23 that applicant has been granted a building permit. <br />24 <br />25 Chair Bakeman explained how important the public water body is to the community and <br />26 how concerned the city has been about further encroachment toward the water body. <br />27 Member Doherty clarified the condition, location and dimensions of the existing deck. <br />28 <br />29 Kammy Lehr, 3135 Sandy Hook Drive (applicant) explained the existing deck and <br />30 portions remaining attached to the house. The old deck extended further than the <br />31 proposed kitchen addition. The deck had been in place for more than 30 years, was <br />32 showing signs of age and wear, and should be replaced, regardless. <br />33 <br />34 No comments were received form the public. <br />35 <br />36 Chair Bakeman closed the hearing. <br />37 <br />Motion: <br />38 Member Traynor moved, seconded by member Doherty, to adopt a Resolution <br /> <br />39 approving a 10 foot Variance to Section 1016.16Aof the Roseville City Code for John <br />40 Lehr, 3135 Sandy Hook Drive, based on the findings in Section 5 and the conditions of <br />41 Section 6 of the project report dated August 3, 2005. <br />Page 8 of 10 <br /> <br />
