<br />1 Extract of Minutes from Planning Commission meeting of February 14,2001: <br />2 <br />3 c. Plannine File 3288: A request by Brad and Randi Lundell, 1828 Ryan <br />4 Avenue for a variance to Section 1004.0204 of the Roseville City Code to <br />5 allow the construction of a garage addition to encroach into the required <br />6 setback adjacent to a corner side yard property line. <br />7 <br />8 Chairman John Rhody opened the public hearing and requested city planner Thomas <br />9 Paschke to provide a verbal summary of the project report dated February 14,2001. <br />10 <br />11 Thomas Paschke explained the variance request, noting he had received only one <br />12 communication, which was supportive. He explained the requested corner setback and the <br />13 driveway setback. The structure was constructed in 1955 before the adoption of the City <br />14 Code. There is an identified hardship, not created by the owner; an accessibility issue within <br />15 the narrow garage; the storage space is not adequate. Staff recommended a variance to allow <br />16 a garage expansion of five feet toward (east) Fairview Avenue, with little impact on health, <br />17 safety and welfare. <br />18 <br />19 Member Olson asked if there was public comment (one positive response). She asked for <br />20 details of the traffic and right-of-ways. Deb Bloom explained sight lines, impacts on future <br />21 right-of-way, safety, pathway construction on Fairview Avenue and trees. <br />22 <br />23 Chair Rhody asked Thomas Paschke to explain what options are available for a two-car <br />24 garage. <br />25 <br />26 Thomas Paschke suggested using the Housing Resource Center for further information on <br />27 options. <br />28 <br />29 Member Duncan asked if Lundells had agreed to the five-foot setback (yes). <br />30 <br />31 No further public comment was offered; Chair Rhody closed the public hearing. <br />32 <br />33 Member Olson suggested that the five-foot doesn't really provide much benefit. <br />34 <br />35 Member Cunningham asked if there would be a rear yard setback issue (no). <br />36 <br />37 Member Duncan asked for clarification on the music room setback (30 feet). <br />38 <br />39 Member Olson asked for details on the lot coverage Oess than 30% requirement). <br />40 <br />41 Motion: Member Rhody moved, second by Member Cunningham to offer Resolution <br />42 No.3288 recommending approval with modifications, based on findings as stated in <br />43 the project report dated February 14,2001 for the request by Brad and Randi Lundell, <br />44 1828 Ryan Avenue, for the following variances: <br />45 <br />46 <br />47 A. A 20 foot variance from Sections 1004.02D4 (Dwelling Dimensions and <br />48 Appearances and Height, Frontage, Yard, and Lot area Requirements in R-l <br />
