REQUEST FOR COUNCIL ACTION <br />Date: October 27, 2014 <br /> Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Order Feasibility Report for the Victoria Street Reconstruction Project <br />B <br />ACKGROUND <br />1 <br />Staff is requesting that the City Council order the preparation of a feasibility report for the <br />2 <br />reconstruction of Victoria Street, between Larpenteur Avenue and County Road B as part of the 2015 <br />3 <br />Pavement Management Program. This project is a continuation of our ongoing Pavement Management <br />4 <br />Program. The City's Pavement Management Program (PMP) began in 1986. Initially the emphasis was <br />5 <br />on reconstruction of temporary pavements in poor condition throughout the city. After the majority of <br />6 <br />pavements with poor condition ratings were reconstructed the focus shifted to major maintenance <br />7 <br />projects including mill and overlay and crack sealing and seal coat treatments. <br />8 <br />While the majority of city streets are constructed to city standards with concrete curb and gutter, we still <br />9 <br />have two County turnback roads to bring up to city standards. These two roadways are Victoria Street <br />10 <br />from Larpenteur Avenue to County Road B, and County Road B from Cleveland Avenue to Eustis <br />11 <br />Street. Staff is recommending that the 2015 program include the reconstruction of Victoria Street from <br />12 <br />Larpenteur Avenue to County Road B. <br />13 <br />Victoria Street is classified as a major collector on the City’s Transportation Plan and is also designated <br />14 <br />as a Municipal State Aid Street. Therefore, the roadway will be constructed to meet State Aid standards <br />15 <br />including a load capacity of 10 tons. The City will be working with the State Aid office of the <br />16 <br />Minnesota Department of Transportation and the residents in order to construct as narrow a section as <br />17 <br />possible to meet the needs of the roadway users and adjacent residents and businesses. We will also be <br />18 <br />looking to minimize the use of curb and gutter and storm sewer on this roadway in order to minimize <br />19 <br />environmental impacts and maintain the unique character of the corridor. <br />20 <br />The overall proposed project will also include the installation of a new pathway along Victoria Street <br />21 <br />from Larpenteur Avenue north to County Road B2 which will then connect with the sidewalk that was <br />22 <br />installed this year as part of the County Road B2 sidewalk project. Staff will be evaluating two options <br />23 <br />which include a six foot concrete sidewalk or an eight foot bituminous trail. Factors such as available <br />24 <br />width, wetland and adjacent vegetation impacts as well as cost will be considered and presented in the <br />25 <br />feasibility report. The sidewalk will be constructed using a mix of Municipal State Aid funds for the <br />26 <br />segment south of County Road B and Park Renewal funds for the segment north of County Road B. <br />27 <br />To develop this project, City Staff will work with residents, adjacent businesses and churches, the <br />28 <br />watershed district, Ramsey County and private utilities to develop a design for this new road and <br />29 <br />pathway. <br />30 <br />The cost participation of the roadway itself will follow the City’s Special Assessment Policy. Residents <br />31 <br />will be assessed up to 25% of the cost of a 32 foot wide, 7 ton roadway. The Church will be assessed up <br />32 <br />to 50% of the same roadway section. By state statute, Roselawn Cemetery is exempt from roadway <br />33 <br />assessments. <br />34 <br />Page 1 of 2 <br />
