Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: October 28, 2014 Item No: 7 <br />Item Description: 2015 Public Works Work Plan <br />Background: <br />Each year Public Works staff monitors and evaluates the condition of City infrastructure for <br />development of ongoing maintenance and replacement needs plans. We use this information to <br />develop capital improvement plans and in the development of the annual budget request in these <br />areas. We also work closely with Ramsey County and MnDOT on improvements to City <br />infrastructure as a part of their road improvement projects within Roseville. 2015 proposed road <br />construction on city streets consists of mill and overlay or the replacement of existing pavement <br />due to surface distress related to the age of pavement since many streets were reconstructed 20 to <br />30 years ago. The following are the improvements that we are recommending for the 2015 <br />construction season on the city street system. We have attached a map of the proposed <br />improvement areas. (Attachment A) We also have a preliminary work plan for utility <br />improvements that is somewhat dependent on funding levels to be determined by the final 2015 <br />utility rates that will be set in the next month. The proposed work plan is consistent with the 20 <br />year capital improvement plan and pavement management program policies. <br />1. Pavement Management Program Proiects: Each year the Public Works Department <br />evaluates infrastructure needs based on the City's Pavement Management Program and <br />assessment of utility infrastructure. Streets in marginal condition are recommended for <br />major maintenance by mill and overlay. Streets in poor condition and that do not meet the <br />City standard for street construction are recommended for reconstruction. We propose to <br />include the following street segments in our 2014 construction contract: <br />Mill and Overlay <br />South Gluek Ln, North Gluek Ln and Gluek Ln <br />Charlotte St, Oakcrest to Rose PI <br />Ferris Ln, County Road B to Gluek Ln <br />Christy Circle, Hamline Ave to cul-de-sac <br />Midlothian Road, Skillman Ave to County Road B <br />Eldridge Ave, Midlothian Rd to Fry St <br />Shryer Ave, Hamline Ave to Femwood St <br />Willow Lane, Femwood St to cul-de-sac <br />Ryan Ave, Hamline Ave to Femwood St <br />Fernwood St, Brooks Ave to OakcrestAve <br />Draper Ave, Hamline Ave to Femwood St <br />Churchill St, Woodhill Dr to County Road C2 <br />Wheeler Ave, Oakcrest to Rose PI <br />Millwood Ave, Chatsworth St to Victoria St <br />Herschel St, Oakcrestto Rose PI <br />Lovell Ave/Minnesota Ave, Dale St to Rice St <br />Aldine St, Oakcrest to Rose PI <br />Roselawn Ave, Fairview Ave to Snelling Ave* <br />*Roselawn Ave will be ajoint project with the City of Falcon Heights <br />The above streets are proposed to have the top two inches of pavement removed and replaced <br />with new bituminous pavement. The exception is Roselawn Ave which is recommended to <br />have the full depth of pavement milled and replaced due to the condition of the roadway. <br />
