5.0 S1I'AJFF JRJECOMMJENj[))A1I'RON 5.1 Staffrecommends approval of the PUD Amendment (#1199) allowing Taco Bell to install a 20 square foot sign on the north fa<;ade consistent with the attached sign plan and to extend the drive-thru hours of operation only from 9:00 a.m. to 2:00 a.m. weekdays and weekends, subject to a review in December of 200 1 and 2002, to be reviewed by the City Council with appropriate action taken. 6.0 JP>ILANNRNG COMMRSSRON CONSRJI))JEIRA1I'RON/AC1I'RON 6.1 On February 14, 2001, the Roseville Planning Commission held the public hearing regarding Border Foods PUD Amendment request. At this hearing, Peter Anderson indicated his residential neighborhood (California Avenue, St. Paul) is not opposed to the added sign. However, he and his neighbors oppose a weekday expansion of late night hours. Mr. Anderson indicated a concern of increased late night bar traffic in the area where a number of elderly residents and families with children live. 6.2 The Planning Commission asked general questions of staff, Jim Erickson (Border Foods) and Mr. Anderson, for which the received answers (see attached minutes). 6.3 The Planning Commission recommended (5-0) to approve the request by Heritage Realty Management, Inc and Border Foods to amend Planned Unit Development # 1199 allowing an additional 20 square foot sign on the north facade and increased hours of operation for the drive-thru on Iv until 2:00 a.m. weekdays and weekends for the Taco Bell, 1101 Larpenteur Avenue, with an annual (two year) review in December 2001 and 2002 by the City Council with appropriate action taken. 7.0 SlUGGJES1I'JEJI)) COlUNCRIL AC1I'RON 7.1 By motnoIl1l w31nve fnr5t re31~nIl1lg 3lIl1l~ 3l~ojp)t (adopt with modifications or deny) the 3ltt31clh1e~ or~nIl1l31Il1l~e 3lmeIl1l~nIl1lg JP>n!JlIl1lIl1le~ lUII1llit ~evenoJPimeIl1lt Agreement #1199 for property located at 1101 Larpenteur Avenue, allowing Taco ]Bell to install an additional 20 square foot sign on the north building face and to increase the hours of operatior: for the drive-thru service only from 9:00 a.m. to 2:00 a.m., conditioned on annual (two year) review in December 2001 and 2002 by the City Council with appropriate action taken, (ordinance attached). 7.2 Should the Council not reach a consensus on either of the requested items, it is recommended that they extend the 60-day review deadline an additional 60-days.
