3/l9/

DRAFT

REQUEST FOR CITY COUNCIL ACTION

Department Approval:

Manager Approved:

DATE: 02/05/01
ITEM NO:
Consent Agenda
Section:

Item Description:

Renewing of Ramsey County GIS User Group Fees for 2001
PF 3291

1.0 BACKGROUND

1.1 At the July 28, 1997 Council Meeting, the fIrst Joint Powers Agreement with the
Ramsey County GIS Users Group was reviewed and approved. That agreement was
in effect until December 31, 1999. The Users Group has now circulated a new
agreement with minor modifIcations to enable the Group to operate for the years
2000-2002. At its annual fee schedule meeting held on February 1"\ 2001, the User
Group formally adopted its Fee Schedule for 2001.

1.2 The Ramsey County GIS Users Group is an alliance formed in 1995 between public
agencies interested in using Geographic Information Systems (GIS) and data that has
been created and maintained by Ramsey County. Each member adds its own unique
data to that supplied by the County as part of the agreement to create a rich and
powerful tool to assist in public agency decision-making and day-to-day procedures.
The Users Group is seen as a model in the metropolitan area demonstrating how
units of government can work together to effectively exchange GIS data and
knowledge.

1.3 Over the last four years, the City ofRoseville has obtained data in a very inexpensive
and efficient manner through the Users Group. This includes monthly digital
mapping data linked to County property records that is supplied on CD-ROM. This
data has formed the keystone for the City's GIS operations. In 1998 and again
in 2000, the City was also able to cost-share through the Users Group to acquire
digital aerial imagery at a much reduced cost than if the City had tried to purchase
the data individually.

PF 3291 RCA (021201) Page 1 of2
