The Users Group has also enabled the City to forge links to neighboring
communities through the exchange of data for projects that impact multiple
jurisdictions. In the past year, the User Group had expanded its membership to
include Hamline University and the Community GIS Consortium. These members
bring a new level of diversity to the Group with the dissemination of GIS data at the
community and academic level.

At its meeting held on February IS\ 2001, the User Group conducted a strategic
planning session to guide the organization through 2005. The Users Group continues
to exercise considerable influence with the County and its GIS operations. This will
be especially important in the coming year with the advent of a cooperative GIS
effort with the City of St. Paul.

1.4 An annual fee for data maintenance assists the User Group in its operations and in
the cost-sharing of the updating of digital physical features from new aerial imagery
(such as building footprints, road edges, water bodies etc.). The fee for the City will
has been reduced for the coming year by $90 to $3109 due to technological
improvements in data creation and also due to an increased membership. As more
units of government join the User Group, Roseville's annual cost continues to
decline. (see attached Fee Schedule for 2001). The GIS Data Maintenance Fee has
been approved within the 2001 budget.

2.0 STAFF RECOMMENDATIONS

2.1 After review of the Fee Schedule by the GIS Coordinator (who is the city's
representative with the User Group, staff recommends that the Fee Schedule for
2001 be approved to enab Ie the City to continue to operate as a Member of the Users
Group.

3.0 SUGGESTED COUNCIL ACTION

By motion, approve the User Group Fees for the City ofRoseville and authorize the
City Manager to forward payment to the Group.

Prepared by: David Windle, GIS Coordinator
Attachments: Ramsey County GIS User Group Fee Allocation 2001

Q:\Planning Files\329 I_Ramsey Co.User Group Fees_2001\RCA_RamseLCounty _ GIS_ Users_ Group_021201.doc

PF 3291 RCA (021201) Page 2 of2
