(PID # 082923310007).

WHEREAS, Section 1012.10AlO requires support buildings to house switching and
other communication equipment to be a maximum of 200 square feet in size; and

WHEREAS, Verizon Wireless has proposed a support building 240 square feet in size or
40 square feet greater than the City Code allowance;

WHEREAS, Verizon Wireless has stated that the 240 square foot (12 foot by 20 foot)
support building is necessary to house the radio, computers, and climate control system; provide
access to all sides; and provide technician's safety.

WHEREAS, the Roseville Planning Commission, on March 14,2001, conducted a public
hearing regarding the Verizon Wireless variance request and made the following findings:

a. Verizon Wireless did create the hardship: The City Code requires a maximum
equipment building size of 200 square feet. Verizon Wireless has proposed a
structure 240 square feet in size, 40 feet greater than the Code. However, the City
Code requirement of 200 square feet has a limited ability to meet all
telecommunication provider needs. Specifically, Verizon Wireless requires an
equipment shelter 40 square feet larger than the City Code to properly meet
technician's safety needs and necessary room for equipment.

b. The construction of the 240 square foot equipment shelter can be justified as
support space for a telecommunication tower (monopole) by providing
technicians with needed space for accessing, maneuvering, and utilizing
equipment necessary in the function of the telecommunication device (multiple
antennas).

c. The impacts of this redevelopment project, if the variances were issued, will not
create any significant community impacts on the health, safety, or general
welfare.

NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve a
granting Verizon Wireless a 40 square foot variance to Section 1012.10A10 (Support Buildings)
of the Roseville City Code to allow the construction of a 240 square foot equipment shelter to
support a 120 foot tall telecommunication monpole on property located at 2361 Highway 36,
based on the findings and subject to the terms and conditions indicated above.

The motion for the adoption of the foregoing resolution was duly seconded by Council
Member Mastel and upon vote being taken thereon, the following voted in favor: MasteL,
Klausing, Goedeke, Maschka and Kysylyczyn
and the following voted against the same: None

WHEREUPON said resolution was declared duly passed and adopted.

2
