<br />2.4 Section 1012.lOAlO (Support Buildings) states: Support buildings to house switching <br />and other communication equipment shall have a brick exterior, be a maximum of 200 <br />square feet in size, 24 feet in height, and have two off-street paved parking spaces. In the <br />case of the proposal, Verizon Wireless is proposing to install a 240 square foot prefab <br />equipment shelter on the property to support the monopole and antenna needs; a forty <br />square foot variance is necessary. <br /> <br />2.5 Variances may be granted where the strict enforcement ofthe literal provisions of the <br />ordinance would cause "undue hardship". The granting of a variance shall only occur <br />when it can be demonstrated that such an action will be in keeping with the spirit and <br />intent of the ordinance. <br /> <br />2.6 "Undue hardship" as used in connection with the granting a variance means the property <br />in question cannot be put to a reasonable use if used under conditions allowed by the <br />official controls, the plight of the land owner is due to circumstances unique to the <br />property not created by the land owner, and the variance, if granted, will not alter the <br />essential character ofthe locality. <br /> <br />2.7 Conditions may be attached to a variance that mitigate the impacts on adjoining <br />properties. <br /> <br />3.0 BACKGROUND - SITE DESCRIPTION & PROPOSAL <br /> <br />3.1 The site is located in Comprehensive Plan District 10, north of the Interstate 35 W/Trunk <br />Highway 36 interchange and west ofRoseville's Gateway Business Park. Northstar <br />Financial Forms lies directly west; Bonestroo's other office building and Roseville West <br />Building lies to the east; north is vacant industrial land; and south is Trunk Highway 36. <br />The Comprehensive Plan designates this site "I" for Industrial uses. <br /> <br />3.2 The subject property has a zoning ofI-l, Light Industrial District, as does the property to <br />the west and north. To the east is property zoned B-4, Retail Office Service District, and <br />south across Highway 36 is property zoned R-l, Single Family Residential District. <br /> <br />3.3 The applicant proposes installation of a 120-foot tall monopole adjacent (south) the rear <br />parking lot. This parking lot lies north of the Bonestroo building and a City lift station, <br />and adjacent (west) a wetland. There are two separate antenna panel units to be mounted <br />on the monopole. One antenna unit will be mounted at the top of the pole (120 feet) and <br />include four, eight foot tall antenna. The other antenna unit will be mounted in the <br />middle (60 feet) of the pole and include eight, eight foot tall antenna. The 240 square <br />foot equipment shelter structure is located west of the pole and a six-foot tall chain link <br />fence surrounds the pole and attaching to the east face of the equipment. <br /> <br />3.4 The proposed monopole is comprised of gray galvanized steel and the antennas are <br />mounted to a support structure installed on to the monopole. <br /> <br />PF3292 RCA (032601) - Page 2 0[6 <br />
