<br />7.3 The chain linked fence area surrounding the equipment shelter and monopole must be <br />screened. Specifically, plant material must be installed on the south, west, east sides of <br />fenced area and at a minimum height of five feet (except accent shrubs); 75% of this <br />plant screen must be coniferous. A complete landscape plan must be prepared as part of <br />the building pennit application and approved by the City prior to issuance of the building <br />pennit. <br /> <br />7.4 The monopole is to be limited to the single user/applicant (Verizon Wireless). Future <br />antenna additions will require a revised CUP. <br /> <br />7.5 The monopole must not be lighted. <br /> <br />7.6 Electric and phone wires serving the equipment and monopole must be buried. <br /> <br />7.7 Parking of maintenance vehicles must occur in the off-street parking space directly <br />adjacent to the monopole/equipment shelter location. <br /> <br />7.8 The 120 foot tall monopole and supporting equipment must be completely removed from <br />the site by the applicant (Verizon Wireless) after operations cease; the equipment is <br />damaged or unsafe as detennined by the Roseville Building Official; the CUP elapses or <br />is detennined to be in violation by the Community Development Director. The City may <br />require the applicant (US West Wireless) to post a bond to assure timely removal of the <br />monopole and supporting equipment. <br /> <br />7.9 The equipment shelter must have a brick facade per Section IOI2.10AIO of the Roseville <br />City Code. <br /> <br />7.10 Prior to issuance of a building pennit, and within 60 days after approval of the <br />conditional use pennit, the applicant must record the conditional use pennit with the <br />Ramsey County Recorder. <br /> <br />7.11 This conditional use pennit shall expire 6 months after approval if a building pennit has <br />not been issued. (Section 1013.03) <br /> <br />8.0 STAFF RECOMMENDATION <br /> <br />8.1 The staff recommends approval of the conditional use pennit to allow construction of a <br />120 foot monopole tower and a 40 square foot variance to allow construction of a 240 <br />square foot equipment shelter for the purpose of providing wireless communication <br />services, based on the Section 4 thru 7 of the project report. <br /> <br />PF3292 RCA (032601) - Page 5 of6 <br />
