<br />5.3 The applicant has indicated that their support buildings must be 240 square feet in size to <br />house the radio, computers, and climate control system and they need to provide access <br />to all sides. Also, based on technician needs, there are practical difficulties in achieving <br />the 200 square foot maximum requirement that may impact technician's safety. <br /> <br />5.4 Staff has reviewed the merits of the variance necessary to allow Verizon Wireless a <br />larger (240 sq. ft.) equipment shelter than the City Code allows (200 sq. ft.) and offers the <br />following findings: <br /> <br />a. Verizon Wireless did create the hardship: The City Code requires a maximum <br />equipment building size of 200 square feet. Verizon Wireless has proposed a <br />structure 240 square feet in size, 40 feet greater than the Code. However, the City <br />Code requirement of 200 square feet has a limited ability to meet all <br />telecommunication provider needs. Specifically, Verizon Wireless requires an <br />equipment shelter 40 square feet larger than the City Code to properly meet <br />technician's safety needs and necessary room for equipment. <br /> <br />b. The construction of the 240 square foot equipment shelter can be justified as <br />support space for a telecommunication tower (monopole) by providing <br />technicians with needed space for accessing, maneuvering, and utilizing <br />equipment necessary in the function of the telecommunication device (multiple <br />antennas). <br /> <br />c. The impacts of this redevelopment project, if the variances were issued, will not <br />create any significant community impacts on the health, safety, or general <br />welfare. <br /> <br />6.0 POLICY & FISCAL IMPLICATION <br /> <br />6.1 The Comprehensive Plan and the Roseville Housing Improvement Plan encourages <br />maintaining and improving commercial and industrial properties and infrastructure, <br />adding efficiency and functionality as well as public communication access. <br /> <br />6.2 There are no fiscal implications. <br /> <br />7.0 STAFF RECOMMENDED CONDITIONS OF APPROVAL <br /> <br />7.1 The maximum height above grade at the monopole base may be up to 120 feet. Two <br />antennas of the size and pole location specified in the application may be installed on the <br />monopole. <br /> <br />7.2 The equipment shelter must be erected adjacent to the monopole in the location specified <br />in the application and must not exceed 12 feet by 20 feet or 240 square feet in size.
