<br />WHEREAS, the Roseville City Council at their meeting of March 26,2001, was presented with <br />the project report from the Roseville staff, a presentation by the developer, and took public comment on <br />the application for comprehensive plan amendment and rezoning to allow the proposed 18 unit apartment <br />complex; and <br /> <br />WHEREAS, upon consideration of the staff and developer presentations and citizen comments the <br />City Council voted (4-1) to approve the comprehensive land use amendment based on the following <br />findings: <br /> <br />A. The vacant parcel has limited ability to be developed given the pond, easements, and setbacks <br />applicable to a specific zoning district. <br /> <br />B. The change in comprehensive plan designation and zoning classification fit well into the <br />adjoining neighborhood. Specifically, multiple family districts are usually considered <br />transitional zones between single family detached residential areas and commercially zoned <br />property. This allows the multi-family residents better access to commercial areas and reduces <br />the amount of multi-family cut-through traffic which travels through a R-l area to the <br />commercial areas and community collector streets. In the Cave proposal, single family <br />residentially zoned property lies directly west and commercially zoned property lies directly <br />east. The parcel has direct access to a County community collector street (B-2) and is within <br />800 feet of a minor arterial street (Rice Street). <br /> <br />C. Though the Comprehensive Land Use Plan designation of this property is Business, the parcel, <br />as a remnant, would be difficult to develop as a commercial property because of coverage, <br />parking requirements, and compatibility with adjoining residential neighbors. <br /> <br />D. The 18-unit apartment complex is consistent with the R-3A multi-family district and the city <br />life-cycle housing programs. <br /> <br />E. Traffic generated from development (6 to 8 trips per unit times18 units) is estimated to range <br />from 104 to 144 trips per day and does not create vehicular conflict with existing traffic <br />patterns, nor adversely impact the adjacent residential community. <br /> <br />F. The proposal is consistent with Little Canada Rice Street Plan. <br /> <br />NOW THEREFORE, BE IT RESOLVED, the City Council, based on the findings listed above, <br />hereby approves and adopts the amendment to the Comprehensive Plan from B (Business) to HD (High <br />Density Residential) for property located at 197 County Rose B-2, subject to: <br /> <br />1. Review and comments of the Metropolitan Council. <br />2. Passage and publication of an ordinance properly rezoning of the subject parcel. <br /> <br />The motion for the adoption of the foregoing resolution was seconded by Member Mastel and <br />upon vote being taken thereon, the following voted in favor thereof: Klausing, Mastel, Goedeke, and <br />Kysylyczyn <br />and the following voted against the same: Maschka <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
