<br />3.2 The 18-unit apartment complex would have 14 one bedroom units, 2 two bedroom, and 2 <br />three bedroom units. The applicant has indicated that the units will be rented at market <br />rate, however, no rental figure is available form the developer. No government subsidies <br />are requested for this structure. <br /> <br />3.3 The proposed rezoning would be a "down-zoning" from the current B-2 business district <br />zone in which most single purpose retail buildings or uses could be constructed, <br />including cafes, restaurants, medical offices, theatres, banks and other similar uses. Fast <br />food restaurants including drive-thru's, fuel sales and auto service stations (minor <br />repairs) are conditional uses. <br /> <br />3.4 The vacant parcel is currently wooded and includes a DNR protected wetland on the <br />north 1/3 of the parcel. The vacant parcel lies between the Roseville Baptist Church and <br />Children's World Day Care and just west of the intersection of County Road B-2 and <br />Rice Street. Single Family Residential (R-I) zoned property lies to the south and west <br />(including the church property); Two Family Residential District property lies to the <br />north; and B-2 & B-3 zoned property lies to the east. <br /> <br />3.5 The site is wooded to the edge of the protected pond. The trees grew upon the site after <br />in was filled in the 1960's. The proposed site plan would locate the 18-unit apartment <br />complex on the east side of the parcel and the off-street surface lot on the west side of the <br />parcel adjacent to the church parking. A storm water management pond is proposed to <br />the rear (north) of the complex and adjacent to the existing wetland. <br /> <br />3.6 Most of the trees in the building pad, parking lot, and storm water pond areas would be <br />removed. The parcel would be cleared and graded to appropriately accommodate the <br />proposed complex. There is approximately 10 feet of elevation difference on the parcel; <br />the grade of the parcel would slope from south (high) to north (low). <br /> <br />3.7 The proposed apartment complex will have a height or 26 feet as measured per the <br />Uniform Building Code, which is under the 30-foot maximum height allowance. <br />Proposed building materials incorporate asphalt shingles, rock-faced block, four and <br />eight-inch vinyl siding, and a concrete sill. The soffit and fascia would be aluminum and <br />the structure is required to have gutters or roof drains to properly remove roof drainage. <br /> <br />3.8 Landscaping comprised of trees, shrubs and perennials is proposed throughout the parcel <br />and meets Code requirements.
