<br />4.9 The estimated traffic on County B-2 (Rice Street to Western Avenue) is 4,450 vehicles per day <br />and the estimated traffic on Rice Street (Co. B-2 to Hwy 36) id 2,250 vehicles per day (Ramsey <br />County Transportation Planner). Metro Transit does have a transit line along Rice, whic:h makes <br />a stop at County Road B-2. <br /> <br />4.10 Traffic generated from development (6 to 8 trips per unit timesl8 units) is estimated to range <br />from 104 to 144 trips per day. The vehicles entering or leaving the basement garage should have <br />headlights screened by a landscaped hedge, berm, and/or fence to reduce light intrusion to <br />housing to the north, northeast, and northwest. A landscape plan has been provided, bu~ will <br />need to be modified to address this screening. <br /> <br />4.11 All lighting for the site (parking lot or building) will need to be downcast and designed i::1 <br />accordance with Section 1010.12 of the Roseville City Code. <br /> <br />4.12 All sign age must meet the requirements of Section 1009.04B of the Roseville City Code. <br /> <br />4.13 A sewer accessibility charge (SAC) will apply to the development, for which payment is :require <br />at building permit issuance. <br /> <br />4.14 The proposal is consistent with Little Canada Rice Street Plan; notification or staff repor: was <br />sent to Li,ttle Canada, County, Watershed District and School District (John Thein). <br /> <br />5.G JPOIUCY & IFITSCAJL JIMJPJLITCA 1I'ITONS <br /> <br />5.1 The property is located within Planning District 6 of the Comprehensive Plan. In this district less <br />than 2.5% (13 acres) of the land is actually designated for high density housing. Two sites have a <br />total of 210 multi-family apartment units. There are 20 acres (4%) of medium density <br />townhomes and duplexes and over 220 acres (41 %) of low density detached housing. Park and <br />open space of 119 ac::-es (19% of Planning District 6) is adequate to serve the neighborhood. <br />Nine acres of vacant land remain in this district. <br /> <br />5.2 The following is 1999 demographic information related to Planning District 6. Also attached is <br />the demographic spreadsheet for the district. <br /> <br />A. Planning District 6, with 2,520 residents and 1,059 households, has a population with <br />more than II % over the age of 65. <br /> <br />B. The percent of head of households under the age of 35 is 22% whereas 18% are age 65 or <br />more. <br /> <br />C. Households containing two parents with children represent approximately 21 % of the <br />total households in the district (which is 10% higher than the city as a whole).
