2. Sale: Notice and sale of any vehicle impounded under this Chapter shall be conducted in accordance with Minnesota Statutes chapter 168B governing the sale of abandoned motor vehicles. (407.02P2) Section 12. Obstruction of Public Rights of Way Nuisance The obstruction of streets by any use of property abutting on a public street or sidewalk or any use of a public street or sidewalk which causes large crowds of people to gather obstructing traffic and the free use of public streets or sidewalks is a nuisance and a violation ofthis Code, as are the following: (407.03/) A. Obstruction or blocking of City-owned non-motorized pathways, sidewalks, or designated bicycle routes, by any means, including, but not limited to, the parking of vehicles or storage of snow, is prohibited. (703.10) B. Dangers Attractive To Children: All dangerous, unguarded machinery, equipment or other property in any public place or so situated or operated on private property as to attract minor children. (407.03J) C. Interfering With Drainage: Placing entrance culverts or doing any act which may alter or affect the drainage of public streets or alleys or the surface or grade of public streets, alleys or sidewalks without proper pennit. (407.03L) D. Repairing Vehicles Or Tires In Streets: Making repairs to motor vehicles or tires in public streets or alleys, excepting only emergency repairs when it will not unduly impede or interfere with traffic. (407.03M) E. Trash In Streets: Throwing, placing, depositing or burning leaves, trash, lawn clippings, weeds, grass or other material in the streets, alleys or gutters. (407.03N) F. Unauthorized Signs: Erecting, painting or placing of unauthorized traffic signs or advertising signs in streets, alleys or on sidewalks. (407.030) G. On any private parking lots within the City, the following rules shall apply: (602.10) 1. The Police Department may post signs at any entrances to a private parking lot from a public street which shall designate one-way traffic for entrance or exit. The driver of any vehicle entering or leaving such lot shall comply with anyone-way signs so posted. (602.10A) 2. No person shall operate a motor vehicle at a speed greater than is safe and reasonable under the conditions of then existing traffic and in no event exceed a speed of fifteen (15) miles per hour. (602.10B) 3. Vehicles parking on such lots shall confonn to any stalls or positions for parking designated on the surface of the parking area. (602.1 DC) 19
