If the concept for <br />this PUD is approved, language describing this CUP process will be <br />included in the final document. <br /> <br />4.6 Meritex provided a parking inventory and tenant schedule. No parking is <br />specifically assigned to any tenant. Because none of the K-8 students will <br />have vehicles, the 25 to 35 off-street parking spaces for employee, teachers, <br />parents and visitors is sufficient; in fact the school is less demanding on <br />space both during the day and in evening hours than previous office uses in <br />this location. There appears to be ample evening parking space for this use, <br />too. The bus routing for six to ten buses each day can be accommodated on <br />the site in a one-way clockwise rotation after entering the site at the south <br />end from Walnut Street and exiting on Highcrest to Walnut/Terminal Drive. <br />Bus routing must be clearly signed and painted on the surface to separate <br />bus traffic from pass-through employee traffic. <br /> <br />4.7 If the Concept plan is approved, the PUD would be written to allow an <br />underlying zoning ofB-6, Office- Mixed Use, listing all permitted and <br />conditional uses, and with certain site development restrictions. <br /> <br />4.8 An inventory of chemicals on site has been prepared by Randy Peek, <br />Meritex, project manager. This list of materials will be included in the draft <br />PUD for review by the State Department of Children, Family and Learning. <br /> <br />4.9 The project as proposed is in harmony with the general purpose and intent of <br />the City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br /> <br />4.10 With proper adherence to the Fire and Building Code and use separations, <br />the proposed project does not appear to adversely affect the public health, <br />safety, and/or general welfare. <br /> <br />5.0 STAFF RECOMMENDATION <br /> <br />5.1 Based on the findings outlined in Section 4 of this report, staff recommends <br />approval of the CONCEPT DEVELOPMENT PLAN for a mixed use <br />business planned unit development, with underlying zoning of "B-6", that <br />allows a mix of industrial, office, and institutional uses within the facility on <br />the Highcrest Center site, 2285 Walnut Street. <br /> <br />5.2 The staff recommends that the uses listed in Section 2.4 be permitted uses or <br />allowed with a conditional used permit. <br /> <br />6.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />6.1 By motion, recommend approval of the CONCEPT DEVELOPMENT <br />PLAN for a mixed use business planned unit development PUD, with <br />underlying zoning of "B-6", that allows a mix of industrial, office, and <br />institutional uses within the facility on the Highcrest Center site, 2285 <br />Walnut Street, based on the findings outlined in Section 4 of this report. <br /> <br />PF3301 RPCA (050901) - Page 70f9 <br />
