<br />3.0 STAFF COMMENT <br /> <br />3.1 The HHW site will consist of a waste collection area, vehicle queuing area, and an exit <br />area. The site includes a reinforces concrete slab measuring 18 feet long and 38 feet <br />wide that is surrounded with asphalt. The concrete slab is epoxy coated and designed for <br />spill containment. The site has security gates at both the entry and exit. <br /> <br />3.2 An earthen berm borders the site to the south and east. The area to the west has a slight <br />elevation before becoming the cemetery property. The area to the north is a repository <br />for the County Public Works Division. <br /> <br />3.3 A portable sign displaying the site operating schedule and telephone number for the <br />HHW program would be posted on the site during each month long collection period. <br /> <br />3.4 The hours of operation are proposed at seven hours per day on Fridays and Saturdays <br />during the two-month long period beginning in June. This schedule is similar to that <br />which was enacted in 1992. <br /> <br />3.5 Bay West, Inc. will operate the collection site pursuant to the contractual agreement with <br />Ramsey County, and in accordance with the Ramsey County Solid and Hazardous Waste <br />Ordinance, the HHW operational manual written by the Minnesota Pollution Control <br />Agency and any conditions stipulated in this IUP. <br /> <br />3.6 The following is the annual site usage from 1992 to 2000. <br /> <br /> 1992 1993 1994 1995 1996 1997 1998 1999 2000 Total <br /># Participants 1,494 1,796 2,071 1,940 2,041 1,794 1,795 1,619 682 15,232 <br /># Operatin2 Dates 16 16 16 16 16 16 16 16 8 136 <br />Ave. ParticipantslDay 93 112 129 121 128 112 112 101 85 112 <br /> <br />3.7 The term of this interim use permit may be for up to five years. Upon review and <br />hearing, the interim use permit may be issued for additional periods up to five years each. <br />The Council may discontinue this interim use after five (5) years for no cause, or at <br />any time during the five (5) year interim use term for violations of the City Code or <br />this permit. <br /> <br />3.8 The City has for the past four years (as a condition of the 1996 approval) conducted <br />annual reviews of the HHW collection site. During those four years the City has not <br />received an expresses concern or issue regarding such items as traffic, contamination, <br />noise, trash, or spills. 0 <br /> <br />3.9 Staff supports continued administrative (City) annual review of the IUP to monitor <br />activity at the site. <br /> <br />PF3302 - RPCA (050901) Page 2 of3 <br />
