<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />DATE: 05/09/01 <br />ITEM NO: 6 <br /> <br />Manager Approved: Agenda Section: <br />PUBLIC HEARING <br /> <br />A request by Ramsey County Public Health to operate a satellite <br />household hazardous waste facility on County property off of Kent Street <br />and Larpenteur Avenue. (PF3302) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Ramsey County Department of Public Health has requested an Interim Use Permit (IUP) <br />to allow the operation of a satellite household hazardous waste (HHW) collection facility <br />at the County's site along Kent Street just north of Larpenteur Avenue and directly <br />adjacent the Community Corrections facility. <br /> <br />2.0 REVIEW of REQUEST <br /> <br />2.1 Minnesota Law requires metropolitan communities to provide for the collection ofHHW, <br />for which Ramsey County has provided said collection service to County residents since <br />September 1991. In Roseville there has been a satellite site located along the 1700 block <br />of Kent Street since 1992. <br /> <br />2.2 In July of 1992 the City of Roseville granted Ramsey County a two-year IUP that <br />allowed HHW collection to occur during September and October of 1992 and 1993. The <br />City granted another two-year IUP for the site in July of 1994 and HHW collection took <br />place during September and October of 1994 and 1995. In May of 1996 the City granted <br />Ramsey County a five-year IUP and the site has operated one or two month-long periods <br />each year since 1996. <br /> <br />2.3 Section 1012.09A states: The City Council may authorize an interim use permit of <br />property. Interim use may not be consistent with the land uses designated on the adopted <br />Land Use Plan. They may also fail to meet all of the zoning standards established for the <br />district within which it is located. <br /> <br />2.4 Section 1012.09B states: The City Council may attach conditions to interim use permits. <br />In reviewing interim use permit applications, the City will establish a specific date or <br />event that will terminate the use on the property. The Council will also determine that <br />the approval of the interim use would not result in adverse effects on the public health, <br />safety and general welfare, and that it will not impose additional costs on the public if it <br />is necessary for the public to take the property in the future. <br /> <br />PF3302 - RPCA (050901) Page 1 of3 <br />
