<br />2001 ANNUAL REPORT <br />for the RAMSEY COUNTY HOUSEHOLD HAZARDOUS WASTE (HHW) <br />COLLECTION SITE IN ROSEVILLE <br />at KENT STREET (near LARPENTEUR AVE.) <br /> <br />Ramsey County's seasonal HHW collection site on Kent St. near Larpenteur Ave. provides convenient access <br />to those residents of Roseville and surrounding communities who seek to properly manage their unusable or <br />unwanted hazardous household products. This report provides a descriptive response to conditions of the <br />current interim use permit, which expires in May of 2006. <br /> <br />Permit condition #1: The interim use permit be extended for five years, with Ramsey County <br />reporting annually to the Planning Comm,ission and City Council. <br /> <br />Site Description. The seasonal HHW site in Roseville is located on County-owned property east of Kent <br />Street and just north of Larpenteur Avenue, and has operated under a City interim use permit since 1992: <br />The site consists of a 18-foot by 38-foot reinforced concrete slab surrounded by an asphalt apron. The <br />slab is sealed with an epoxy coating and designed for spill containment. Security gates are located near <br />the site entrance and exit along Kent St. An earthen berm borders the site to the south and east. <br /> <br />Operations. During 2001 the Roseville HHW satellite site was open on four Fridays and four Saturdays <br />during June, from June 8th through June 30th. Site hours were Fridays from 11 am until 6 pm, and . <br />Saturdays from 10 am until 5 pm. Bay West, Inc. operated the site pursuant to a contractual agreement <br />with Ramsey County, the Roseville permit, and an operations manual written by the Minnesota . <br />Pollution Control Agency. Bay West staff are trained to respond to spills and other emergencies".and .' <br />must notify the Saint Paul- Ramsey County Department of Public Health, Environmental Health, <br />Section, in the event of any site emergency or unscheduled closure. The City of Roseville Fire Marshal. <br />received a copy of the site emergency contingency plan prior to the site opening. "", <br /> <br />Participants are instructed to position vehicles over the concrete slab so as to allow safe and easy <br />removal of waste by Bay West technicians. Waste containers are placed directly into plastic tubs, and <br />then into drums or other containers inside Bay West's waste hauling vehicle. Gasoline and similar <br />solvents are poured into a 55-gallon drum on site. At the end of each operating day, all waste is hauled <br />to Bay West's facility in Saint Paul (at 5 Empire Drive, just north of the State Capitol) for further <br />processmg. <br /> <br />Spills. To help ensure safe site operations, staff from the Environmental Health Section conducted <br />regular site inspections during the 200 I operating period. These inspections included assessments of <br />waste handling practices, materials and procedures for spill control and cleanup, and a review ofthe site <br />safety plan. The presence of trained and experienced staff and use of numerous safety precautions (e.g., <br />using plastic tubs as secondary containment), have resulted in safe and efficient handling of hazardous <br />material on site. The inspections indicated that Bay West continues to operate the site in a safe and <br />satisfactory manner. <br /> <br />Site Use. In the year 2000 the location of Ramsey County's year-round HHW collection site moved <br />from Mounds View to Saint Paul. This move resulted in the establishment of a new seasonal HHW site <br />in Shoreview to better serve residents of the northern and western suburbs of Ramsey County. With the <br />new year-round site located fairly close to the Roseville seasonal site, the County elected to reduce by <br />half the number of operating dates at the Roseville site during 2000 as compared to previous years (from <br />16 days to 8).
