The site is located on Kent Street, one block north of Larpenteur A venue and about
two blocks east of Dale Street. The current Interim Use Permit for this site is set to expire on June 1,200 I.

Attached to this letter are the permit application, the site plan, and an attachment describing HHW site
operations and usage. The City of Roseville has already received a check for $45 from Ramsey County for
the listing of property owners within 350 feet of the site (to be provided by the City). In this new permit
application, the County is not seeking any changes to conditions in the current Interim Use Permit.

State law requires metropolitan counties to provide for the collection ofHHW. Ramsey County has
provided HHW collection services since September of 1991, first through a contract with Dynex Industries,
Inc., and then with Bay West, Inc. since January of2000. Bay West now operates a year-round HHW
collection facility at their corporate headquarters in Saint Paul, as well as at five seasonal satellite sites that
change location monthly between April and October. One of these sites is located in Roseville,

The City of Roseville granted the initial Interim Use Permit for the seasonal HHW site in 1992. The two-
year permit was renewed in 1994, which was followed by a new five-year permit that expires on June 1,
2001. Since opening in 1992, the seasonal HHW site in Roseville has been open 136 dates and has served
over 15,000 users.

As stated earlier, Ramsey County is requesting a new Interim Use Permit with the same terms and
conditions as contained in the current permit. As such the County would continue to report annually to the
City of Roseville, and conduct regular site monitoring, inspection, and maintenance activities.

Thank you for your consideration of this application.
