<br />6.5 The monopole must not be lighted. <br /> <br />6.6 Electric and phone wires serving the equipment and monopole must be buried. <br /> <br />6.7 Parking of maintenance vehicles must occur in the off-street parking space directly <br />adjacent to Lovell Avenue. <br /> <br />6.8 The 60 foot tall monopole and supporting equipment must be completely removed from <br />the site by the applicant (Qwest Wireless) after operations cease; the equipment is <br />damaged or unsafe as determined by the Roseville Building Official; the CUP elapses or <br />is determined to be in violation by the Community Development Director. The City may <br />require the applicant (Qwest Wireless) to post a bond to assure timely removal of the <br />monopole and supporting equipment. <br /> <br />6.9 The applicant must provide the Community Development Department with the <br />leg:al description of the property allowing: proper recording: of the CUP resolution. <br /> <br />6.10 Prior to issuance of a building permit, and within 60 days after approval of the <br />conditional use permit must be recorded with the Ramsey County Recorder. <br /> <br />6.11 This conditional use permit shall expire 18 months after approval if a building permit has <br />not been issued. (Section 1013.03) <br /> <br />7.0 STAFF RECOMMENDATION <br /> <br />7.1 The staff recommends approval of the Qwest Wireless conditional use permit to allow <br />construction of a 60 foot monopole tower and associated equipment shelter for the <br />purpose of providing wireless communication services, based on the Sections 4,5 and the <br />conditions listed in Section 6 of the project report dated June 26, 2001. <br /> <br />8.0 PLANNING COMMISSION ACTION <br /> <br />8.1 At their meeting on June 13,2001, the Roseville Planning Commission held the public <br />hearing regarding the request by Qwest Wireless. At the hearing one citizen addressed <br />the Commission seeking clarification of the monopole's location and whether any trees <br />would be removed. Staff indicated that the monopole was relocated to eliminate the need <br />to remove any trees. <br /> <br />8.2 Staff indicated that the monopole's funding is not until 2002 and Qwest has asked for a <br />longer expiration date.
