<br />C. The equipment shelter (cabinets) will require screening of landscaping, fence, or a <br />combination thereof. The monopole, antenna, and equipment shelter will not <br />have an impact on surrounding property or values. <br /> <br />D. There appears to be no impact on general health, safety, and public welfare. <br /> <br />E. The project complies with the Comprehensive Plan designation (via the CUP <br />process) as a Civic use. <br /> <br />4.3 Conditions may be attached to the CUP that would mitigate the impact on adjacent <br />properties including such items as increased setbacks from property lines, landscape <br />screening, architectural color and design/materials details, drainage provisions, and <br />limiting additional exterior storage. <br /> <br />5.0 POLICY & FISCAL IMPLICATION <br /> <br />5.1 The Comprehensive Plan and the Roseville Housing Improvement Plan encourages <br />maintaining and improving commercial and industrial properties and infrastructure, <br />adding efficiency and functionality as well as safety through public communication <br />access. <br /> <br />5.2 The City is negotiating a lease agreement that will provide revenue for the use of the site <br />that has a positive fiscal implication. <br /> <br />6.0 STAFF FINDINGS (May be used as conditions of approval) <br /> <br />6.1 The maximum height above grade at the monopole base may be up to 60 feet. One <br />antenna cylinder of the size and pole location specified in the application may be <br />installed on the monopole. <br /> <br />6.2 The equipment cabinets must be erected adjacent to the monopole in the location <br />specified in the application and must not exceed 10 feet by 20 feet or 200 square feet in <br />size and shall not exceed 10 feet in heie:ht. All utility wires or lines leading to the <br />monopole from the equipment shelter must be buried. <br /> <br />6.3 The area surrounding the equipment shelter and monopole must be screened with either a <br />fence and/or landscaping. If landscaping is selected, plant material must be installed on <br />the south, west, east sides of monopole/equipment area at a minimum height of five feet <br />(except accent shrubs); 75% of this plant screen must be coniferous. A complete <br />landscape plan must be prepared as part ofthe building permit application and approved <br />by the City prior to issuance of the building permit. <br /> <br />6.4 The monopole is to be limited to the single user/applicant (Qwest Wireless).
