<br />The North 164.0 feet of the East 325.0 feet except the south 3.0 feet of the West 78 <br />feet thereof of Lot 12, Copes Subdivision of Lot 1 of Copes Subdivision of the <br />Southeast Quarter of Section 11, Township 29, Range 23; Ramsey County, <br />Minnesota; According to the plat thereof on file and of record in the office of the <br />Register of Deeds of said County and State. <br /> <br />WHEREAS, Section 1012.10Al ofthe Roseville Zoning Ordinance states: City-owned . <br />or controlled antennas and-tower sites shall be a permitted use in "B" Business or "I" Industrial <br />Districts and conditional uses in all other districts; and <br /> <br />WHEREAS, Section 1013 of the City Code stipulates criteria for approving conditional <br />use permits requiring the City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br />~ The process also allows the City to impose those conditions it considers necessary <br />to protect the public health, safety, and welfare. <br /> <br />WHEREAS, the parcel is zoned "R-l", Single Family Residence District, is located in <br />Comprehensive Land Use Plan Planning District 7, with a land use designation of"C", Civic; <br />and <br /> <br />WHEREAS, the following has been concluded regarding the proposal and the criteria in <br />Section 10 13.0l.D of the Roseville Zoning Ordinance: <br /> <br />A. The proposed monopole, antenna cylinder, and equipment cabinet will not create <br />additional traffic nor the need for additional public facilities. <br /> <br />B. The monopole will be partially screened by large evergreen trees located in the <br />southwest comer of the property. However, the antenna cannot be screened for <br />purposes of clear reception. <br /> <br />C. The equipment shelter (cabinets) will require screening oflandscaping, fence, or a <br />combination thereof. The monopole, antenna, and equipment shelter will not <br />have an impact on surrounding property or values. <br /> <br />D. There appears to be no impact on general health, safety, and public welfare. <br /> <br />E. The project complies with the Comprehensive Plan designation (via the CUP <br />process) as a Civic use. <br /> <br />WHEREAS, the Roseville Planning Commission on June 13,2001, held the public <br /> <br />2 <br />
