<br />4.5 Given the nature of the variance, being a direct result of the rezoning, staff has <br />determined that hardships are present specifically related to the zoning change, the <br />structure's age and placement on property. <br /> <br />4.6 Granting of the variance and rezoning will bring the structure into conformance with the <br />Comprehensive Land Use Plan and the Zoning Ordinance. <br /> <br />5.0 POLICY & FISCAL IMPLICATIONS <br /> <br />5.1 Demographic Characteristics - Planning District 12, with 2,634 residents and 1,311 <br />households, has a population with more than 19% over the age of65. The percent of head <br />of households under the age of35 is 20% whereas 27% are age 65 or more. Households <br />containing two parents with children represent approximately 15% of the total <br />households in the district. The average persons per household is 2.01, over 74% of the <br />households have only 1 or 2 residents. Homeownership is 68%; 32% are rental. More <br />than 59% of the residents have lived in their current home 9 or more years. Over 55% of <br />the homes were built at least 30 years ago. Over 45% of the housing units are single <br />family detached; 20% are apartments; 33% are condominiums. <br /> <br />5.2 The District is comprised of 45.5% single family detached units, 32.9% condominium <br />units, and 19.5% garden apartment units. This correlates into a 52.4% multiple family <br />units. <br /> <br />5.3 The City housing policy aims to preserve a mix of affordable housing types. <br /> <br />5.4 No fiscal implications are apparent. <br /> <br />6.0 STAFF RECOMMENDATION <br /> <br />6.1 Staff recommends approval of the request by Dennis Prokop to rezone and receive a side <br />yard setback for property located at 2180 Haddington Road, based on the findings in <br />Section 4 of this report and subject to the following conditions: <br /> <br />A. The applicant/property owner agrees to complete a unit by unit inspection with <br />the fire and building inspector. <br /> <br />B. The applicant/property owner agrees to provide a staged five-year code <br />improvement completion plan for approval by the Fire Marshall and the Code <br />Coordinator. <br /> <br />C. Prior to the expansion of the existing principal structure or construction of an <br />accessory structure or paving, the applicant/property owner must provide the <br />Community Development Department with a scaled property survey illustrating <br />all property lines, buildings, paving, and setback dimensions. <br /> <br />PF3305 - RCA 061101 Page 3 of 4 <br />
