<br />4.6 The following are additional findings determined by staff after consultation with Jeffery <br />Hartman, irrigation specialist and Midland Hills' contractor: <br /> <br />A. It is not possible to construct the new irrigation structure without a variance to the <br />size limitation. 250 square feet is not adequate for placement of the irrigation <br />pump system, electric components, and safe maneuvering within the structure. <br />This safety issue is similar to the variance granted to Verizon Wireless on March <br />26,2001. <br /> <br />B. Eliminating the existing structure requires unnecessary costs associated with its <br />removal. It leaves behind a large concrete platform!base within which the wells <br />are located, and exposes the wells to view from abroad. <br /> <br />C. The current proposal has the new system connecting to the existing system and <br />wells. The removal of the existing structure would require a different electronic <br />system than currently planned and would require additional design to properly <br />link to the new structure and system. <br /> <br />D. The window of opportunity to construct the new flume (pipe and intake) in Walsh <br />Lake and replace the existing irrigation system is short. Spring is the optimal <br />time to construct flume because it eliminates the risk of ice caused in fall or <br />spnng. <br /> <br />E. The new irrigation system needs to be tested before it is brought on-line and the <br />existing irrigation system shut down and certain components removed. Requiring <br />the existing irrigation system to be removed prior to the completion of the new <br />irrigation system would have detrimental ramifications to the golf course. <br /> <br />4.7 There are not hardships present on or affecting the property that warrant granting a <br />variance from Section 1010.02 (Exterior Finish). Staff has determined that the City's <br />long standing requirement of not allowing paint on new concrete block should apply in <br />this case. Although it may not be possible to find an exact match, similar block can be <br />found and will not adversely affect the look of the structure. The city has been opposed <br />to painting concrete block because paint peels, fades, and ultimately requires <br />maintenance. <br /> <br />5.0 STAFF RECOMMENDATION <br /> <br />5.1 On Wednesday, May 9, 2001, staff recommended approval of the request for a 270 <br />square foot variance from Section 1016.22Al (Non-Conformities; an additional 320 <br />square foot variance (590 square feet total) variance from Section 1016.l7Cla (Permitted <br />Water Oriented Accessory Structures); and denial of a variance from Section 1010.02 <br />(Exterior Finish) of the Roseville City Code to allow construction of an addition to the <br />existing irrigation pump house adjacent to Walsh Lake. <br /> <br />PF3308 - RCA (05210 1) Page 4 of 5 <br />
