<br />I Motion: Member Cunningham moved, second by Member Rhody, to <br />2 recommend approval for the five year Interim Use Permit requested by the <br />3 Ramsey County Department of Public Health to allow the operation of a satellite <br />4 household hazard waste collection facility in the 1700 block of Kent Street <br />5 (located on County property adjacent [southeast] to the Community Corrections <br />6 facility), subject to: <br />7 <br />8 I) The interim use permit shall be reviewed administratively on an annual <br />9 basis on the anniversary date of the resolution granting the interim use <br />10 permit, with a staff report submitted to the Planning Commission and <br />II City Council as needed. <br />12 <br />13 Ayes: Rhody, Olson, Cunningham, Mulder,Wilke <br />14 Nays: None <br />15 Motion carried 5-0. <br />16 <br />17 6c Planning File 3308: Midland Hills Country Club request for variances to <br />18 allow an addition onto the existing pump house adjacent to Walsh Lake; property <br />19 located at 2001 Fulham Street. <br />20 <br />21 Chair Rhody opened the hearing and requested City Planner Thomas Paschke to <br />22 provide a verbal summary of the staff report dated May 9, 2001. Thomas Paschke <br />23 explained the three variance requests for a 350 s.f. expansion of the irrigation <br />24 pump house adjacent to Walsh Lake. He explained the non-conformities and <br />25 building, water oriented structure size. The structure is set back more than 12 feet <br />26 from the shoreline. Variance requests are also made to paint the concrete block <br />27 walls. <br />28 <br />29 Walsh Lake has no direct single-family area adjacent to it. The existing pump <br />30 system must remain in place while the new system is built in an addition to the <br />31 pump building. The DNR has responded that they would support the variance for <br />32 building size. He explained the difference in Code language regarding a <br />33 residential water oriented structure vs. a utility pump house. Thomas Paschke <br />34 explained the justification for variances and the lack of reasonable alternatives for <br />35 the building. He also noted the staff recommended two requests, recommended <br />36 denial of the variance for rock face block exterior wall. <br />37 <br />38 Member Mulder asked how much of the new building will be used for pump <br />39 equipment and how much will be used for storage. What alternatives were <br />40 considered? Could a new building be built separately, then the old building tom <br />41 down? Could the system be shut down and rebuilt in the fall? (Yes) <br />42 <br />43 Jeff Hartman, Midland Hills contractor, explained that the existing buildings <br />44 house wells, which support the level of water within the lake.
