<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />DATE: OS/21/01 <br />ITEM NO: I-I <br /> <br />Manager Approved: Agenda Section: <br />r LAND USE <br /> <br />A request by Midland Hills Country Club for a variance from Section <br />1016.l7Cla (Pennitted Water Oriented Accessory Structures), Section <br />1016.22Al (Non-Conformities), and Section 1010.02 (Exterior Finish) of <br />the Roseville City Code to construct an addition to the existing pump <br />house adjacent to Walsh Lake (PF3308) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Midland Hills Country Club, 2001 Fulham Street, is requesting variances from Sections <br />10l6.17Cla, IOl6.22A, and 1010.02 of the Roseville City Code to allow the construction <br />of a 16-foot by 20-foot addition onto the existing pump house adjacent to Walsh Lake. <br />The variances include: <br /> <br />· Approval of a pre-existing non-confonning water oriented accessory structure of <br />520 square feet; <br />· Approval for a 320 square foot addition onto the water oriented accessory <br />structure; and <br />· Approval for a painted exterior finish to match rock-faced masonry block. <br /> <br />2.0 REVIEW of REQUEST <br /> <br />2.1 Section 1016.22Al (Non-Confonnities) stipulates that non-confonnities can continue but <br />are subject to applicable State Statutes and City Ordinance regarding alterations, repair <br />after damage, discontinuance of use, and intensification of use. The pump house adjacent <br />to Walsh Lake was constructed before shoreland regulations were adopted by the City of <br />Roseville. In order for this structure to be confonning to the Code a variance for its <br />existing size and location is required. <br /> <br />2.2 Section 1016.17Cla (Pennitted Water Oriented Accessory Structures) allows a 250 <br />square foot water oriented accessory structure to be constructed 10 feet from the ordinary <br />high water level. The existing pump house structure with the addition will be 840 square <br />feet in size. A variance is needed to allow the addition necessary for the new irrigation <br />pumps. <br /> <br />2.3 Section 1010.02 (Exterior Finishes) does not allow a painted building surface. The <br />existing structure is constructed with color impregnated rock faced masonry units. <br />However, the Midland Hills has indicated that it is unable to find a matching block and <br />desires to construct and paint the structural wall a unifonn color.
