Design, grade and construct Nicollet Commons Park ($890,500) <br /> <br />Other Funding: <br />.'';'~~ The city has completed Burnsville Parkway streetscaping, and will invest up to $17 million in <br />Heart of the City public improvements over the next 15 years. <br />. The project was awarded a $1.6 million LCDA grant in 1999 for its first phase to construct <br />streets, remove a gas station in a location that will serve as the Heart of the City gateway, and <br />construct a community plaza. <br /> <br />Regional Connections: <br />. Burnsville Transit Station is located to the north of the project, across Highway 13. <br /> <br />When in the Ground: <br />. Construction of streets (funded with the 1999 grant) expected to begin in Spring 2001. <br />. Construction of the Nicollet Commons Park as first phase of redevelopment is expected to <br />occur Spring/Summer 2001. <br />. Residential construction expected to begin Spring/Summer 2001. <br /> <br />3. Phalen Village Main Street <br /> <br />Model: Transit-Oriented Neighborhood <br /> <br />Project in Brief: <br />. Builds on a comprehensive redevelopment plan for the Phalen Village Area and includes four <br />components: <br />Redevelop a strip mall at one end of Phalen Village "Main Street" to develop rental <br />townhouses and a bui Iding with convenience store and apartments on upper floors; <br />Improve building exteriors and reposition tenants in an auto-oriented strip mall, with <br />dedication of space for transit and pedestrian improvements; <br />Build 72 cooperative senior apartments; <br />Complete Phalen wetland restoration project and natural corridor beween Lake Phalen and <br />Ames Lake. <br />. A $650,000 LCDA grant awarded in 1996 assisted the city to purchase and demolish the <br />shopping center formerly on the site of the wetland, restored as Ames Lake. <br /> <br />Advisory Committee Comments: <br />. This project is a key piece to continue implementing the vision in the Phalen Village area. <br />
