<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />Date: 08/13/01 <br />Item No: <br /> <br />15'er?artm~Pfroval: Manager Approv.,;.d: Agenda Section: <br />.. iJ to./....J,l:. mill 8zL'~ LAND USE <br /> <br />Item Description: A request by Roselawn Cemetery for a Conditional Use Permit to allow the <br />construction of a crematory on the cemetery grounds adjacent to the existing office <br />and garage (PF3315). <br /> <br />1.0 BACKGROUND <br /> <br />LIOn Monday, July 23, 2001 the Roseville City Council continued action on the request by <br />Roselawn Cemetery for a conditional use permit to construct and operate a crematory on the <br />Cemetery grounds. The continuation requested further information regarding emissions and <br />the effects they may pose to the health safety and general welfare of the adjacent neighborhood <br />and the community. <br /> <br />2.0 ATTACHED INFORMATION <br /> <br />2.1 The City Manager, City Attorney and the Community Development Department sought <br />information from a number of sources and area residents (letters were mailed to approximately <br />200 residents). Below is a brief overview of the information submitted for Council <br />consideration: <br /> <br />· July 23 - Erny Cziork, All Crematory; U.S. Environmental Protection Agency cremation stack <br />height test results. <br /> <br />· July 25 - Peter Zeller, resident; Letter restating opposition to crematory and request to deny for <br />environmental and health risks. <br /> <br />· July 27 - Frances Wallraff, resident; Letter indicating concern and need for scientific research <br />into environmental and health risks. <br /> <br />· July 31 - George Larson, resident; E-mail indicating concern over stack height and potential <br />HCI concentrations within close proximity to the crematoria. <br /> <br />· August 3 - Anne Jackson, Minnesota Pollution Control Agency; Information regarding <br />artificial joints, cements uses, and radiation therapy; pollutants from cremation; results of <br />criteria pollutant assessment; results of toxic pollutants; assessment of mercury deposition; <br />impacts on underground water reservoirs; 1999 Federal Environmental Protection Agency <br />report Emission Test Evaluation of a Crematory at Woodlawn cemetery in the Bronx, New <br />York. <br /> <br />· August 8 - Harold Bartel, resident; Information collected by the Minnesota Department of <br />Health about crematories in response to request by Mr. Bartel (some information redundant of <br />project report dated 7/23/01). <br /> <br />PF3315 RCA (081301) - Page 1 of2 ~ \ <br /> <br /><t\~' <br />
