<br />3.0 CITY COUNCIL ACTION OPTIONS <br /> <br />3.1 Formally direct the City Attorney to prepare Draft Findings for review and consideration by the <br />City Council on August 27, 2001, in light of the Council's possible denial of the Applicant's <br />request for a conditional use permit. <br /> <br />A. Acknowledges the "known unknowns" respecting the potential health risks associated <br />with crematory emissions, especially those pertaining to mercury, radioactive implants, <br />and hydrogen chloride. <br /> <br />B. Consistent with the neighborhood testimony. <br /> <br />3.2 Approve the Applicant's request with the 12 conditions recommended by the Planning <br />Commission on July 11,2001, plus any additional conditions deemed necessary by the City <br />Council, such as the number of cremation units allowed, the number of cremations that can be <br />conducted each year, the hours of operation, the weather or other conditions under which the <br />crematoria must operate, etc. <br /> <br />A. Acknowledges that no MN or federal agency currently regulates crematory emissions or <br />locations, and that there is no direct evidence of crematory emissions actually causing <br />real public health problems despite many years of actual operation at many locations. <br /> <br />B. Consistent with the Planning Commission recommendation. <br /> <br />3.3 Formally find that there is the potential for significant environmental effects from crematoria, <br />and formally direct Roselawn Cemetery to conduct an environmental review consistent with <br />the requirements of the Minnesota Environmental Quality Board concerning potential <br />environmental and public health effects of crematoria emissions at the Roselawn Cemetery. <br /> <br />A. Responds to the uncertainties about crematory operations and emissions through <br />further, specific scientific study by impartial persons with expertise, training and <br />experience in this technical area. <br /> <br />B. Preserves the status quo, in the sense that no crematory would be operating at Roselawn <br />and no crematory would operate until the City Council receives the results of the study <br />and makes a final decision at another public meeting. <br /> <br />PF3315 RCA (081301) - Page 2 of2 <br />
