<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />Date: 07/23/01 <br />Item No: 1-1 <br /> <br />pproval: <br /> <br />Manager Approved: <br />.&;tg <br /> <br />A request by Roselawn etery for a Conditional Use Permit to allow the <br />construction of a crematory on the cemetery grounds adjacent to the existing <br />office and garage (PF3315). <br /> <br /> <br />Agenda Section: <br />LAND USE <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Roselawn Cemetery, 803 Larpenteur Avenue, requests approval ofa conditional use <br />permit (CUP) to construct a 1,800 square foot (30 foot by 60 foot) crematory north of <br />Larpenteur Avenue adjacent the existing cemetery buildings. <br /> <br />2.0 BACKGROUND - CITY CODE REQUIREMENTS <br /> <br />2.1 Section 1 004.02C 1 0 of the Roseville Zoning Ordinance allows cemeteries as a CUP <br />within the R-1, Single Family Residence District. <br /> <br />2.2 The CUP process (Section 1013 of the City Code) for this request allows the City to <br />consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br /> <br />, <br />2.3 The process also allows the City to impose those conditions it considers necessary to <br />protect the public health, safety, and welfare. <br /> <br />3.0 BACKGROUND - SITE DESCRIPTION & PROPOSAL <br /> <br />3.1 Roselawn Cemetery is located in Comprehensive Plan District 14 with a future land use <br />designation of "CEM" for Cemetery. The use is consistent with the land use designation. <br />· The cemetery was established in 1906 and the original plans indicated a chapel and <br />crematory near the current location. In 1989 the City Council adopted a resolution <br />setting the boundaries of the cemetery. <br /> <br />, <br /> <br />Roselawn Cemetery lies directly adjacent to Larpenteur Avenue (south) and Victoria <br />Street (west).
