<br />3.3 The cemetery property along with and the properties that surround it have a zoning <br />designation ofR-1, Single Family Residence. A cemetery is a conditional use in an R-1 <br />zone. <br /> <br />3.4 The applicant proposes to construct a 30 foot by 60 foot (1,800 square foot) crematory <br />structure and make parking lot drive lane modifications including construction of a <br />service drive to the crematory from the existing service area (east) and construction of six <br />parking spaces and a walkway (north). The proposed location is identified on the <br />attached site plan. <br /> <br />3.5 The proposed structure would be compatible with the existing cemetery buildings and <br />constructed of similar building materials to the garage. <br /> <br />3.6 The building would be separated into three areas. Area one would consist of the <br />vestibule, reception/viewing area, and office. Area two would consist of crematory <br />burners and a cooler. Area three would consist of the receiving garage. <br /> <br />3.7 The crematory burner is a natural gas fuel, automatic operation unit with an emission <br />control system that continuously monitors the clarity of the exhaust gases and <br />automatically takes corrective action. From correspondence with the Minnesota <br />Department of Health, the "All" unit is the most widely used manufacture~ crematory in <br />the metro area. The crematory unit is approximately 8 feet tall, 5.5 feet ~de, and 14.5 <br />feet long. <br /> <br />3.8 Comments from Forest Lawn Cemetery in Maplewood indicate that they have not <br />received any complaints from neighboring residents regarding their crematory. <br /> <br />4.0 CONDITIONAL USE PERMIT REVIEW <br /> <br />4.1 Section 1013.01.D of the Rosevi.l1e Zoning Ordinance lists the criteria reviewed when <br />considering the issuance of a conditional use permit. The criteria are as follows: impact <br />of parking; impact on parks, streets, and other public facilities; compatibility of site plan, <br />internal traffic circulation, landscaping, and structures with contiguous properties; impact <br />of the use on the market value of contiguous properties; impact on the general public <br />health, safety, and welfare; compatibility with the City's Comprehensive Plan. <br /> <br />4.2 Staff has reviewed the development proposal with regard to the criteria in Section <br />lO13.01.D of the Roseville Zoning Ordinance and concludes the following: <br /> <br />A. The proposed crematory structure will not create significant additional traffic nor <br />the need for additional public facilities. <br /> <br />B. The proposed crematory will require screening of landscaping, fence, or a <br />combination thereof. The proposal indicates screening from Larpenteur Avenue <br />by an American white cedar hedge (partially existing) and additional spruce trees <br />placed on the west side to screen the structure and parking from Victoria Street. <br /> <br />PF3315 RCA (072301) - Page 2 of 5 <br />
