<br />B. The proposed crematory will require screening of landscaping, fence, or a <br />combination thereof. The proposal indicates screening from Larpenteur Avenue <br />by an American white cedar hedge (partially existing) and additional spruce trees <br />placed on the west side to screen the structure and parking from Victoria Street. <br /> <br />C. Because of the distance and the concealed, self adjusting cleaner, and filtering <br />condition of the crematory, the proposed crematory will not have an impact on <br />surrounding property values. <br /> <br />D. There appears to be no impact on general health, safety, and public welfare. <br />Forest Lawn Cemetery, 1800 Edgerton Street, Maplewood, has the only other <br />crematory in close proximity to this site. <br /> <br />E. The project complies with the Comprehensive Plan designation (via the CUP <br />process) as a Cemetery use. <br /> <br />4.3 Conditions may be attached to the CUP that would mitigate the impact on adjacent <br />properties including such items as increased setbacks from property lines, landscape <br />screening, architectural color and design/materials details, drainage provisions, and <br />limiting additional exterior storage. <br /> <br />5.0 POLICY & FISCAL IMPLICATION <br /> <br />5.1 The cemetery is a vital part and traditional landmark within the community. <br /> <br />6.0 STAFF FINDINGS (May be used as conditions of approval) <br /> <br />6.1 The crematory structure must not exceed 30 feet in height above grade (R-1 building <br />height limit). <br /> <br />6.2 The structure must be screened from Victoria Street and Larpenteur Avenue with <br />landscaping, fencing, or a combination thereof. A plan must be submitted with the <br />building permit application and a landscape bond equal to 150% of the landscape cost is <br />required. <br /> <br />6.3 The structure must take on the exterior appearance and be built with materials similar to <br />that of the office and chapel structures. <br /> <br />6.4 The structure shall be limited to a size of 30 feet by 60 feet or 1,800 square feet of <br />building area. <br /> <br />6.5 A drainage plan must be submitted at the time of building permit application that <br />provides proper information on storm water run-off and management to the Engineering <br />Department for their review and approval. <br /> <br />PF3315 RPCA (071101) - Page 3 of 4 <br />
