<br />3) Natural lighting can reduce dependence on electricity during certain times <br />ofthe year. The clearstory design for this parcel must take advantage of <br />parcels openness to the east. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br /> <br />1) Both variance requests will not alter the essential character or the locality, <br />nor adversely affect the public health, safety, or general welfare, ofthe <br />city or adjacent properties. <br /> <br />2) The proposal will be heavily screened from view and is somewhat <br />consistent with the neighboring property, 2456 Hamline Avenue, whereby <br />the detached accessory structure lies within the front yard. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 Based on the findings outlined in Section 3 staff recommends approval of the request <br />for a variances from Section 1004.01A 7 and 1004.01AIO of the City Code, to allow <br />construction of a 24 foot by 26 foot (624 sq. ft.) detached accessory structure in the <br />front yard and to a height of 18 feet tall for property located at 2468 Hamline <br />Avenue. <br /> <br />5.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />By motion, recommend approval (approval with conditions or deny) the request by <br />Douglas Root for: <br /> <br />· A variance to Section l004.01A7 of the Roseville City Code to allow <br />construction of a detached accessory structure in the front yard; and <br /> <br />· A three foot variance to Section l004.01AIO of the Roseville City Code to <br />allow a detached accessory structure to be constructed to a maximum height <br />of 18 feet (as measures a the midpoint of the roof truss) allowing a natural <br />light clearstory to be incorporated into the structures design, <br /> <br />for property located at 2468 Hamline Avenue, based on the findings in Section 3 of <br />the project report dated July 11, 2001. <br /> <br />Prepared by: Thomas Paschke (490-2236) <br /> <br />Attachments: Property location map; site photo; site plan. <br />60-day Time Limit: Application accepted on June 5, 2001; 60-day review deadline on August 4, 2001 <br /> <br />PF3309 RPCA (071101) Page 3 of3 <br />
