June 28, 2001

Mr. Thomas Paschke
City Planner
Community Development Department
City of Roseville
2660 Civic Center Drive
Roseville, MN 55113

RE: Additional Information - Fence Height Variance Request

Dear Mr. Paschke:

This letter is in response to your June 11 letter requesting additional information for our
request for a fence height variance to be provided to the Community Development
Department and the Planning Commission.

Property Address Clarification

We checked with Ramsey County - Property Records and our property address is
recorded as 222 N. McCarrons Blvd. and they could find no reference to 210 N.
McCarrons Blvd. Attached is a print out of their record of our property including the
Reference Number for the property (R 13 29 23 14 0041). They requested that you
contact them if you still have questions about the property address.

Existing Fencing Situation

Our property currently has a five foot wooden fence in place in the area where the
variance is being requested. We are asking to replace the existing fence with a wooden
fence that is five feet nine inches tall. The visual proportions of the new fence are such
that a four foot high fence would not be conducive to this fence design. The new fence
has a lattice top that is 12 inches high. The new fence height would not alter the
essential character of the locality, due to the fact that the current fencing that has been
in place for 10-12 years.

Circumstances Unique to the Property Not Created by Property Owner

As outlined in our variance application, our property is located directly across the street
from the Minnesota Army National Guard Recruiting and Retention Command Center.
The entire property faces the National Guard Center. The visual, noise and traffic
impact of activities that take place at the Center are unique circumstances that impact
our property and are not created by or under the control of us as property owners. The
request for a fence height variance is to help us reduce and minimize the visual, noise
and traffic impact of the National Guard Center activities, examples of which are detailed
in our variance application.
